Ba\u015fka ne \u00e7\u0131kacakt\u0131?<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Hukuk, ekonomi, sanat, estetik, ahlak gibi konularda normlar\u0131, yani herkesin kabul etti\u011fi yerle\u015fik ilkeleri olmayan ya da \u00e7\u0131kar farkl\u0131l\u0131klar\u0131n\u0131n mevcut normlar\u0131 t\u00fcketti\u011fi, yozla\u015ft\u0131rd\u0131\u011f\u0131 insan topluluklar\u0131nda tart\u0131\u015fma olmaz. &nbsp;<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Gelenek, g\u00f6renek ve sosyal rit\u00fcelleri siyas\u00ee \u00e7eki\u015fmelerin i\u00e7inde bo\u011fularak farkl\u0131la\u015fm\u0131\u015f, ortak normlar\u0131 kalmam\u0131\u015f toplumlarda tart\u0131\u015fma ya da mutabakat de\u011fil sadece \u00e7at\u0131\u015fma olur. B\u00f6yle toplumlarda tart\u0131\u015fma mahalle kahvehanesinden parlamentoya kadar b\u00fct\u00fcn ortamlarda uzla\u015fmaz \u00e7eli\u015fkilerin sergilendi\u011fi bir t\u00fcr \u00f6rt\u00fcl\u00fc i\u00e7 sava\u015f olarak ya\u015fan\u0131r. Bu uzla\u015fmaz \u00e7eli\u015fkiler b\u00fct\u00fcn toplumu kampla\u015ft\u0131r\u0131rsa, alttan alta s\u00fcren i\u00e7 sava\u015f\u0131n \u00fczerindeki \u00f6rt\u00fc g\u00fcn\u00fcn birinde mutlaka kalkar, ele\u015ftiri silah\u0131 yerini silahlar\u0131n ele\u015ftirisine b\u0131rak\u0131r ve sahici bir i\u00e7 sava\u015f \u00e7\u0131kar.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Bu i\u00e7 sava\u015f\u0131n sorumlulu\u011fu, devleti y\u00f6netenlerden ba\u015flayarak siyas\u00ee toplumun b\u00fct\u00fcn unsurlar\u0131na, resm\u00ee ve sivil b\u00fct\u00fcn \u00f6rg\u00fctlere kadar silsile h\u00e2linde yay\u0131lm\u0131\u015ft\u0131r. Sorumsuzlu\u011fun kampla\u015ft\u0131r\u0131c\u0131 ve b\u00f6l\u00fcc\u00fc dili yukar\u0131dan a\u015fa\u011f\u0131ya do\u011fru a\u011f\u0131rla\u015farak inmi\u015f ve toplumun farkl\u0131 kesimlerini birbirinin bo\u011faz\u0131na sar\u0131lmaya haz\u0131r militan kamplara b\u00f6lm\u00fc\u015ft\u00fcr.&nbsp;<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Devlet\u2019i y\u00f6netenler siyasette \u00f6l\u00e7\u00fcy\u00fc, tart\u0131\u015fmada kantar\u0131n topuzunu ka\u00e7\u0131r\u0131nca, s\u0131radan siyas\u00ee taraftar her t\u00fcrl\u00fc s\u00f6zl\u00fc ve fiili sald\u0131r\u0131y\u0131 kendisine verilmi\u015f bir hak olarak g\u00f6r\u00fcr.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Mesela Devlet Bah\u00e7eli\u2019nin \u201cK\u0131l\u0131\u00e7daro\u011flu&#8217;nu ter\u00f6rist Demirta\u015f veya Karay\u0131lan&#8217;dan ay\u0131rt etmek neredeyse imkans\u0131zd\u0131r\u201d dedi\u011fi yerde parlamentonun me\u015frulu\u011fu tart\u0131\u015fma konusu olur. Ya da \u0130\u00e7i\u015fleri Bakan\u0131 \u201c\u0130stanbul Belediyesi\u2019nde 557 personel ter\u00f6risttir\u201d diye y\u00fcksekten at\u0131\u015f yapt\u0131\u011f\u0131nda ve Belediye Ba\u015fkan\u0131\u2019ndan \u201cGel de ter\u00f6ristleri tutukla o zaman\u201d cevab\u0131n\u0131 ald\u0131\u011f\u0131nda ve Bakan \u201cter\u00f6ristler\u201di tutuklayamad\u0131\u011f\u0131nda, \u00fclkede a\u011f\u0131r bir hukuk ve g\u00fcvenlik zafiyeti olu\u015fur.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Anayasa\u2019s\u0131nda laiklik ilkesinin yer ald\u0131\u011f\u0131 \u00fclkenin Reis\u2019i ekonomik krizi \u201cnass\u201d dedi\u011fi din\u00ee kurallarla y\u00f6netti\u011fini a\u00e7\u0131k\u00e7a ilan etmi\u015fse, o \u00fclkede anayasa yoktur. \u015eer\u2019i h\u00fck\u00fcmler ekonomi d\u0131\u015f\u0131ndaki alanlarda da belirecek demektir.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Laik \u00fclkenin Cumhurba\u015fkan\u0131 ekonomik krizin sorumlulu\u011funu Allah\u2019a y\u00fckler mi?&nbsp; \u201cRabbimiz sizi biraz korku ve a\u00e7l\u0131kla; mallardan, canlardan ve \u00fcr\u00fcnlerden eksiltmekle s\u0131nar\u0131z buyurmaktad\u0131r,\u201d diye konu\u015fabilir mi?<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; N\u00fcfusun yar\u0131s\u0131 \u201cRabbimiz seni s\u0131nav g\u00f6zc\u00fcl\u00fc\u011f\u00fcne mi atad\u0131?\u201d diye dalga ge\u00e7er. \u00d6teki yar\u0131s\u0131 \u201cS\u0131nav\u0131 kazan\u0131p cennete gidece\u011fiz\u201d diye sevinir. B\u00f6yle bir \u00fclkede, ge\u00e7erli bir Toplum S\u00f6zle\u015fmesi \u015f\u00f6yle dursun, toplumun varl\u0131\u011f\u0131ndan bile s\u00f6z edilemez.&nbsp; Devlet\u2019i y\u00f6netenlerin ve siyas\u00ee toplumun halk\u0131 bilin\u00e7li bir tutumla din\u00ee, mezheb\u00ee ve etnik olarak b\u00f6lmesinden, \u00fclke i\u00e7inde d\u00fc\u015fmanl\u0131k yaratmas\u0131ndan daha a\u011f\u0131r bir su\u00e7 olabilir mi? Siyas\u00ee partileri ve itiraz etmek i\u00e7in a\u011fz\u0131n\u0131 a\u00e7an herkesi ter\u00f6ristlikle su\u00e7lay\u0131p, d\u0131\u015f destekle ter\u00f6r\u00fcn siyasetini yapan partiyle (PKK\/HDP) ayn\u0131 Meclis \u00e7at\u0131s\u0131 alt\u0131nda oturmak ikiy\u00fczl\u00fcl\u00fck de\u011filse nedir?<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; En b\u00fcy\u00fck tehlike kan\u0131ksamakt\u0131r. Kan\u0131ksamak, pek \u00e7ok kez tekrarland\u0131\u011f\u0131 i\u00e7in en abes durumlara tepkisiz kalmak, onlara al\u0131\u015fmak, en anormal s\u00f6z ve davran\u0131\u015flar\u0131 bile giderek normal kar\u015f\u0131lamak demektir. Her g\u00fcn dayak yerseniz, bir s\u00fcre sonra halk\u0131n dedi\u011fi gibi \u201cdayak ars\u0131z\u0131\u201d olursunuz. Mevcut durumu kan\u0131ksaman\u0131n, \u015fu kay\u0131k\u00e7\u0131 kavgas\u0131n\u0131n, sonu\u00e7suz iti\u015fmelerin sonsuza kadar b\u00f6ylesine e\u011flenceli bi\u00e7imde s\u00fcrece\u011fini sanmak da ayr\u0131 bir yan\u0131lg\u0131d\u0131r.<\/p>\n\n\n\n<p>Y\u00fcz d\u00f6rt amiralin Montr\u00f6 a\u00e7\u0131klamas\u0131ndan (4 Nisan 2021) birka\u00e7 hafta \u00f6nce (25 Mart) TBMM Ba\u015fkan\u0131, \u201cCumhurba\u015fkan\u0131 \u0130stanbul S\u00f6zle\u015fmesi\u2019nden kararname ile \u00e7ekildi\u011fi gibi, Montr\u00f6\u2019den de di\u011fer uluslararas\u0131 anla\u015fmalardan da \u00e7ekilebilir\u201d dedi. B\u00f6yle bir s\u00f6z\u00fcn s\u00f6ylendi\u011fi yerde insan milletvekili olarak oturup yasama g\u00f6revi yap\u0131yormu\u015f gibi davranmaya utan\u0131r. Amirallerin a\u00e7\u0131klamas\u0131n\u0131 demokratik team\u00fcllere ayk\u0131r\u0131 bulan, hatta \u201czevzeklik\u201d diye niteleyen ve s\u00f6zlerine Amiraller i\u00e7in haz\u0131rlanan iddianamede yer verilen siyas\u00ee parti ba\u015fkanlar\u0131, Meclis Ba\u015fkan\u0131\u2019n\u0131n s\u00f6zlerini demokrasiye uygun mu buluyorlar?<\/p>\n\n\n\n<p>Tek bir ki\u015finin kararnamesiyle b\u00fct\u00fcn uluslararas\u0131 anla\u015fmalardan \u00e7\u0131k\u0131labiliyorsa, orada yasama y\u00fcr\u00fctme, parlamento, anayasa, bir kurum olarak Devlet, hatta kamuoyu bile yok demektir. Yurtta\u015f g\u00f6n\u00fcll\u00fc kullu\u011fu, millet de \u00fcmmet olmay\u0131 kabul etmi\u015f say\u0131l\u0131r. &nbsp;<\/p>\n\n\n\n<p>Mevcut zihniyeti me\u015fru kabul edip onun tebe\u015firle yere \u00e7izdi\u011fi s\u0131n\u0131rlar\u0131n i\u00e7inde oynayanlar iktidara geldiklerinde zihniyet de\u011fi\u015fikli\u011fi yapamazlar. Bir normun yerle\u015fmesi on y\u0131llar\u0131 gerektirir, tart\u0131\u015fma k\u00fclt\u00fcr\u00fc aileden ve okuldan ba\u015flayarak uzun y\u0131llar i\u00e7inde toplumun daha \u00fcst birimlerine yay\u0131l\u0131r. &nbsp;<\/p>\n\n\n\n<p>Y\u0131k\u0131lan\u0131n yerine yenisini koymaktan, yeni bir ba\u015flang\u0131\u00e7 yapmaktan ba\u015fka \u00e7\u0131k\u0131\u015f yolu yoktur. Sorun, Devlet krizidir.<\/p>\n\n\n\n<p>Meclis \u00e7o\u011funlu\u011funu ele ge\u00e7iren her partinin ya da koalisyonun kendi me\u015frebine g\u00f6re anayasa yapmas\u0131n\u0131n yolu a\u00e7\u0131l\u0131rsa, zamanla mafyas\u0131ndan etnik grubuna, hem\u015feri derne\u011finden tarikat\u0131na kadar her kesim kendi anayasas\u0131n\u0131 yapar ve uygular.<\/p>\n\n\n\n<p>1961 Anayasas\u0131\u2019yla sorunlu olan S\u00fcleyman Demirel yedi kez h\u00fck\u00fcmet kurdu, bir kere olsun \u201cs\u0131f\u0131rdan anayasa yapal\u0131m\u201d diyebildi mi? Diyemezdi, \u00e7\u00fcnk\u00fc Devlet\u2019in b\u00fct\u00fcn anayasal kurumlar\u0131 ayaktayd\u0131. \u0130tiraz ederek, direnerek, \u00f6rg\u00fctlenerek, mevcut yasal haklar\u0131n hepsini sonuna kadar kullanarak yeniden kurmak, devrimlerle ya da devrim benzeri ileri at\u0131l\u0131mlarla yeni bir Toplum S\u00f6zle\u015fmesi\u2019nin yolunu a\u00e7mak, en az\u0131ndan herkesin riayet edece\u011fi yaz\u0131l\u0131 normlar olu\u015fturmak gerekir.
