Umumun, genelin fikirleri anlam\u0131na geliyor. G\u00fcn\u00fcm\u00fczde buna \u201ckamuoyu\u201d diyoruz.<\/p>\n\n\n\n<p>Evde muhtemelen \u015f\u00f6yle konu\u015fmalar ge\u00e7iyordu:<\/p>\n\n\n\n<p>\u201cEfk\u00e2r\u0131 umumiyeyi dikkate alm\u0131yorlar\u201d ya da \u201cEfk\u00e2r\u0131 umumiye bu icraata aks\u00fcl\u00e2mel (tepki) g\u00f6sterir.\u201d<\/p>\n\n\n\n<p>Ge\u00e7mi\u015fe bakt\u0131\u011f\u0131m\u0131z zaman, 1950\u2019lerin sonunda hat\u0131r\u0131 say\u0131l\u0131r bir kamuoyu oldu\u011funu anl\u0131yoruz.&nbsp; Her \u015feyden \u00f6nce siyas\u00ee iktidar matbuata, yani bas\u0131na di\u015f ge\u00e7iremiyor. Gazeteciler tutuklan\u0131yor, dergiler kapat\u0131l\u0131yor, sans\u00fcr nedeniyle baz\u0131 sayfalar bo\u015f \u00e7\u0131k\u0131yor fakat g\u00fc\u00e7l\u00fc bir direni\u015f var. \u00dcniversiteler \u00f6\u011fretim \u00fcyeleri ve \u00f6\u011frencileriyle birlikte ayakta, asker g\u00f6stericilere ate\u015f a\u00e7may\u0131 reddediyor, iktidar\u0131n \u201ckara c\u00fcbbeliler\u201d dedi\u011fi yarg\u0131\u00e7lar y\u00fcr\u00fcyor. Efk\u00e2r\u0131 umumiye siyas\u00ee iktidar\u0131n icraat\u0131na aks\u00fcl\u00e2mel g\u00f6steriyor, insanlar \u201ch\u00fcrriyet\u201d istiyorlar.<\/p>\n\n\n\n<p>Tabi\u00ee o zamanlar \u201cmedya\u201d yok, matbuat var. Gazeteler holdinglerin uzant\u0131s\u0131 de\u011fil. Gazeteciler camdan \u00e7elikten yap\u0131lm\u0131\u015f plazalara \u015fifre tu\u015flayarak girmiyorlar. \u00d6nemli yazar\u0131 \u00e7anta dolusu dolarla sat\u0131n almak ya da l\u00fcks hayat\u0131ndan ans\u0131z\u0131n kopararak kap\u0131n\u0131n \u00f6n\u00fcne koymak gibi \u015feyler s\u00f6z konusu de\u011fil. Gazeteciler R\u00fczg\u00e2rl\u0131 Sokak\u2019ta \u00e7orba i\u00e7erek kar\u0131nlar\u0131n\u0131 doyuruyorlar. Gazete patronlar\u0131 hen\u00fcz burjuvala\u015fmam\u0131\u015f, vicdanlar\u0131n\u0131 ve c\u00fczdanlar\u0131n\u0131 siyas\u00ee iktidara teslim ederek \u015fahsi menfaatlerini diktat\u00f6r\u00fcn ihtiras\u0131yla tevhit etmemi\u015fler.<\/p>\n\n\n\n<p>Neyse, uzatmayal\u0131m\u2026 Asl\u0131na bak\u0131l\u0131rsa 12 Mart darbe ortam\u0131nda bile kamuoyu ayaktayd\u0131. Fakat ne kadar ayaktayd\u0131? 1961 Anayasas\u0131\u2019n\u0131n \u00fczerine \u201c\u015fal \u00f6rt\u00fclmesi\u201dni \u00f6nleyemeyecek fakat rejimin tamamen de\u011fi\u015fmesine de imk\u00e2n vermeyecek kadar ayaktayd\u0131.<\/p>\n\n\n\n<p>Esas k\u0131r\u0131lma 12 Eyl\u00fcl darbesiyle oldu. K\u0131r\u0131lman\u0131n altyap\u0131s\u0131n\u0131 24 Ocak kararlar\u0131yla d\u00f6\u015femi\u015flerdi. 1977\u2019den sonra h\u0131zla t\u0131rmand\u0131r\u0131lan provokasyonlar, katliamlar ve \u00e7at\u0131\u015fmalarla kamuoyunu y\u0131ld\u0131rm\u0131\u015flard\u0131. K\u00fcresel sermayenin hizmetine giren \u201cTakunyal\u0131lar\u201d 1983 genel se\u00e7imlerinden sonra Devlet\u2019i ele ge\u00e7irmeye, h\u0131zla kadrola\u015fmaya ba\u015flad\u0131lar.<\/p>\n\n\n\n<p>Asl\u0131nda bunlar bilinen hik\u00e2yeler\u2026 Hani adam, \u201cBize y\u00fcz elli y\u0131ld\u0131r modernle\u015fme ad\u0131 alt\u0131nda ba\u015fkalar\u0131n\u0131n hik\u00e2yesi anlat\u0131ld\u0131\u201d diyor ya, i\u015fte o hik\u00e2yenin k\u0131r\u0131lma noktas\u0131 12 Eyl\u00fcl\u2019d\u00fcr. Darbeyle birlikte Cumhuriyet Ayd\u0131nlanmas\u0131\u2019ndan, modern toplum kurma idealinden, toplumsal kalk\u0131nma hedefinden, anlam\u0131 y\u0131llar sonra a\u00e7\u0131\u011fa \u00e7\u0131kan bir sapma oldu. Amerikan Conisi T\u00fcrk askeriyesini kand\u0131rd\u0131, onu uzun vadeli stratejik hedeflerine \u00e2let etti. &nbsp;&nbsp;Yunanistan\u2019\u0131n NATO\u2019ya d\u00f6nmesini sa\u011flayan Rogers Plan\u0131\u2019n\u0131 da arada kabul ettiriverdiler.&nbsp; Bug\u00fcn\u00fcn i\u00e7 ve d\u0131\u015f sorunlar yuma\u011f\u0131ndan hangi ipli\u011fi \u00e7ekip takip etsek 12 Eyl\u00fcl\u2019e \u00e7\u0131kar\u0131z.<\/p>\n\n\n\n<p>Bizdeki askeriyenin konumu benzersizdir. Cumhuriyet, halkla b\u00fct\u00fcnle\u015fen alt\u0131 Osmanl\u0131 pa\u015fas\u0131n\u0131n \u00f6nderli\u011finde silahl\u0131 m\u00fccadeleyle kuruldu.&nbsp; NATO\u2019ya girdi\u011fimiz 1952\u2019den sonra askeriye \u00fc\u00e7 konuda kararl\u0131l\u0131k g\u00f6sterdi: kom\u00fcnizmle m\u00fccadele (So\u011fuk Sava\u015f\u2019ta taraf olman\u0131n gere\u011fi), b\u00f6l\u00fcc\u00fcl\u00fckle m\u00fccadele (toprak b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fc, \u00fcniter devleti savunmak i\u00e7in) ve laiklik kar\u015f\u0131t\u0131 hareketlerle m\u00fccadele (Cumhuriyet\u2019in Devrim Kanunlar\u0131\u2019na siyas\u00ee toplumun ba\u011fl\u0131 kalmas\u0131 i\u00e7in). Bu \u00fc\u00e7 m\u00fccadele hedefi, Kuzey Atlantik \u0130ttifak\u0131\u2019n\u0131n (NATO) jeostratejik \u00e7\u0131karlar\u0131yla \u00f6rt\u00fc\u015f\u00fcyor, en az\u0131ndan ona ters d\u00fc\u015fm\u00fcyordu. Bu y\u00fczden sorun \u00e7\u0131kmad\u0131. Askeriye, laiklik kar\u015f\u0131t\u0131 hareketleri ve b\u00f6l\u00fcc\u00fcl\u00fc\u011f\u00fc bask\u0131 alt\u0131nda tuttu, siyas\u00ee iktidarlar gericili\u011fe fazla taviz verdiklerinde onlar\u0131 hizaya soktu mesela; ve fakat kom\u00fcnizme kar\u015f\u0131, memleketin b\u00fct\u00fcn entelekt\u00fcel potansiyelini&nbsp; &nbsp;siyaset alan\u0131n\u0131n d\u0131\u015f\u0131na s\u00fcp\u00fcr\u00fcp atacak, k\u00f6k\u00fcn\u00fc kurutacak kadar a\u015f\u0131r\u0131 derecede azimli bir m\u00fccadele y\u00fcr\u00fctt\u00fc. \u201cKom\u00fcnist\u201d oldu\u011fu iddia edilen hareketlerin i\u015f\u00e7i s\u0131n\u0131f\u0131yla ba\u011flar\u0131 zay\u0131f, tarihsel ve toplumsal derinli\u011fi s\u0131\u011f oldu\u011fu i\u00e7in askeriye bu m\u00fccadelede hi\u00e7 zorlanmad\u0131. Sa\u011fc\u0131 iktidarlar\u0131n \u201ckom\u00fcnist\u201d kavram\u0131n\u0131 Ayd\u0131nlanma yanl\u0131s\u0131 her t\u00fcrl\u00fc ilerici d\u00fc\u015f\u00fcnceyi kapsayacak \u015fekilde geni\u015fletmesi de m\u00fccadelenin \u015fiddetine ve pervas\u0131zl\u0131\u011f\u0131na katk\u0131da bulundu.<\/p>\n\n\n\n<p>Fakat sonra devran d\u00f6nd\u00fc, d\u00fcveli muazzama Duvar y\u0131k\u0131ld\u0131ktan sonra (1991) d\u00fcnyaya neoliberalizmle yeni bir \u015fekil vermeye, zay\u0131f ulus-devletleri etnik ve din\u00ee temelde b\u00f6lmeye, k\u00fc\u00e7\u00fcltmeye ba\u015flad\u0131.&nbsp; S\u0131ra T\u00fcrkiye\u2019ye gelince NATO\u2019ya ba\u011fl\u0131 askeriye bocalad\u0131. Zaman zaman b\u00f6l\u00fcc\u00fcl\u00fc\u011fe g\u00f6z yumdu (\u201c\u00c7\u00f6z\u00fcm S\u00fcreci\u201d); laiklik konusunda hukuka g\u00fcvendi, zira Anayasa Mahkemesi gibi kurumlar h\u00e2l\u00e2 ayaktayd\u0131. Fakat 15 Temmuz darbe giri\u015fiminden sonra ba\u015f d\u00f6nd\u00fcr\u00fcc\u00fc bir h\u0131zla Saray\u2019a &nbsp;&nbsp;teslim oldu; okulundan, s\u0131hhiyesinden, yarg\u0131s\u0131ndan emir-komuta sistemine kadar her \u015feyini ona teslim etti. &nbsp;Bu s\u00fcrece askeriye i\u00e7inden direnen yurtsever subaylar \u00fclkenin nas\u0131l bir felakete s\u00fcr\u00fcklendi\u011fini ancak tutukland\u0131klar\u0131nda, tasfiye edildiklerinde anlayabildiler.<\/p>\n\n\n\n<p>Askeriyenin bu durumu ister istemez kamuoyu diyebilece\u011fimiz \u015feyin, daha do\u011frusu ge\u00e7mi\u015f d\u00f6nemlerin kamuoyundan arta kalan kesimlerin de bocalamas\u0131na yol a\u00e7t\u0131. \u00d6nce, \u201cayd\u0131n\u201d denilen ve solcu gibi duran Atlantik\u00e7i liberallerin; daha sonra, \u201cAvrasya\u201d etiketi alt\u0131nda Rus jeopoliti\u011fini savunanlar\u0131n Saray\u2019a utanmazca yalakal\u0131k etmeleri, ondan nemalanmaya, hatta iktidar\u0131 onunla payla\u015fmaya heveslenmeleri de kamuoyunu \u015fa\u015f\u0131rtm\u0131\u015f olabilir.<\/p>\n\n\n\n<p>G\u00fcn\u00fcm\u00fcz\u00fcn en tuhaf olaylar\u0131ndan biri ilerici kamuoyunun neredeyse b\u00fct\u00fcn\u00fcyle internet medyas\u0131na ve sosyal medyaya ta\u015f\u0131nm\u0131\u015f olmas\u0131d\u0131r. Bu durumun iki \u00f6nemli sak\u0131ncas\u0131 oldu.<\/p>\n\n\n\n<p>Birincisi, Saray\u2019\u0131n c\u00fcretini art\u0131rd\u0131. Kamuoyu sokaklardan \u00e7ekilip sanal \u00e2leme ta\u015f\u0131nd\u0131\u011f\u0131 i\u00e7in Saray art\u0131k \u201cKamuoyu ne der?\u201d diye bir kayg\u0131 ta\u015f\u0131m\u0131yor. Sosyal medyaya bakarak kamuoyunun ne dedi\u011fini g\u00f6r\u00fcyor, g\u00fcc\u00fcn\u00fc ve niyetini gayet g\u00fczel hesaplayabiliyor. \u0130\u015fler k\u00f6t\u00fcye giderse internet medyas\u0131n\u0131n \u015falterini indirip kamuoyunu \u201ckapatmak\u201d \u00e7ok kolay (yava\u015flat\u0131lm\u0131\u015f kar\u015f\u0131devrimin ileriki a\u015famalar\u0131nda bunu yapacak, g\u00f6receksiniz!).<\/p>\n\n\n\n<p>\u0130kinci sak\u0131nca ilerici kamuoyunun kendisiyle ilgili. Muhalif insanlar sosyal medyada \u201cpayla\u015f\u0131m\u201d yapt\u0131k\u00e7a ve internet medyas\u0131nda yaz\u0131 d\u00f6\u015fendik\u00e7e kendilerini efk\u00e2r\u0131 umumiye san\u0131p, sanal \u00e2lemde bir muhalefet olu\u015fturduklar\u0131n\u0131, hatta m\u00fccadele ettiklerini d\u00fc\u015f\u00fcn\u00fcyorlar ki bu \u00e7ok b\u00fcy\u00fck bir yan\u0131lsama\u2026 Sanal alemde her \u015feyi yapabilirsiniz ama \u00f6rg\u00fctlenemezsiniz. \u00d6rg\u00fctlenebilmeniz i\u00e7in soka\u011fa \u00e7\u0131kman\u0131z, sizin gibi d\u00fc\u015f\u00fcnen yurtta\u015flarla y\u00fcz y\u00fcze, kol kola, omuz omuza olman\u0131z gerekir. &nbsp;Sanal \u00e2leme s\u0131k\u0131\u015fm\u0131\u015f bir kamuoyu b\u00f6yle \u015feyler yapamaz.<\/p>\n\n\n\n<p>Ger\u00e7ek hayat\u0131n i\u00e7inde ilerici kamuoyu art\u0131k g\u00f6r\u00fclm\u00fcyor ve duyulmuyor. Sanki yok! Maddesi olmayan bir ruh gibi sanal \u00e2lemde dola\u015f\u0131yor. &nbsp;&nbsp;Barolar \u00f6rne\u011finde oldu\u011fu gibi ancak kendisine dokunuldu\u011funda bo\u015f yere feryat eden \u00e7ok par\u00e7al\u0131 gruplar h\u00e2linde s\u00fcrekli \u015fik\u00e2yet ederek hareketsiz duruyor. Kendili\u011finden bir halk hareketi olsa, \u201cAhan da Soros kitleleri harekete ge\u00e7irdi!\u201d diye feryat ederek sopay\u0131 kapt\u0131\u011f\u0131 gibi yeni kurulan Takviye Kuvvet Birli\u011fi\u2019nin saflar\u0131na kat\u0131lacak ilerici yurtseverler bile var. &nbsp;<\/p>\n\n\n\n<p>Muhalif siyas\u00ee partiler Saray\u2019\u0131n se\u00e7imleri kaybederse sessizce \u00e7ekilece\u011fini san\u0131yorlar, d\u00fc\u015f\u00fck profil vererek AKP\u2019lilerin yirmi y\u0131ld\u0131r i\u015ftahla yedikleri pastan\u0131n ba\u015f\u0131na \u00e7\u00f6kecekleri o kutsal demokrasi festivalini bekliyorlar. Muhalefetin tav\u0131rlar\u0131nda insan\u0131 g\u00fcld\u00fcren, aymazl\u0131kla kar\u0131\u015f\u0131k&nbsp;&nbsp; bir \u00e7aresizlik, bir t\u00fcr sakarl\u0131k var. B\u00fct\u00fcn mekanizmalar\u0131 dikkatle denetleyen Saray, se\u00e7imlerde Luka\u015fenko gibi y\u00fczde 80, hatta y\u00fczde y\u00fcz oy al\u0131rsa hi\u00e7 \u015fa\u015f\u0131rmam.<\/p>\n\n\n\n<p>Siyas\u00ee partilerde bir idrak sorunu da var.&nbsp; Saray rejiminin niteli\u011fini g\u00f6r\u00fcyorlar fakat farkl\u0131 bir sorumlulu\u011fu gerektirdi\u011fi i\u00e7in g\u00f6zlerinin g\u00f6rd\u00fc\u011f\u00fcn\u00fc zihinleri kabullenemiyormu\u015f gibi davran\u0131yorlar. Atlantik \u00f6tesindeki B\u00fcy\u00fck Birader\u2019in tanzim etti\u011fi siyaset masas\u0131nda sessizce oturup sahneye itilecekleri \u00e2n\u0131 bekliyorlar. Bu arada Biden, Nevyork\u2019ta kanat \u00e7\u0131rp\u0131yor, siyas\u00ee toplumda f\u0131rt\u0131nalar kopuyor. Rand Raporu\u2019nda \u00f6v\u00fclen siyas\u00ee \u015fahsiyetlerin bu CIA belgesini gizli bir sevin\u00e7le okuduklar\u0131 \u015f\u00fcphe g\u00f6t\u00fcrmez.<\/p>\n\n\n\n<p>Asl\u0131nda her \u015fey m\u00fcstehcen denecek kadar a\u00e7\u0131k. &nbsp;Ortalama zek\u00e2 seviyesinde bir insan\u0131n Ayasofya\u2019n\u0131n ibadete a\u00e7\u0131lmas\u0131yla birlikte Saray\u2019\u0131n vites de\u011fi\u015ftirdi\u011fini, 2023 hedeflerini \u00f6ne \u00e7ekti\u011fini, \u00fclkeyi d\u00f6n\u00fc\u015f\u00fc olmayan bir yola sokmaya azmetti\u011fini, B\u00fcy\u00fck Kalk\u0131\u015fma\u2019y\u0131 ba\u015flatt\u0131\u011f\u0131n\u0131, iktidarda kalmak i\u00e7in sava\u015f d\u00e2hil her \u015feyi g\u00f6ze ald\u0131\u011f\u0131n\u0131 anlamamas\u0131 m\u00fcmk\u00fcn m\u00fc? &nbsp;Saray\u2019\u0131n tarikatlardan, cemaatlerden, vak\u0131flardan olu\u015fan kendi kamuoyunu fazla \u00f6ne \u00e7\u0131karmadan, mesela oralardan y\u00fckselen \u201chilafet\u201d ve \u201c\u015feriat\u201d taleplerini sessizce yat\u0131\u015ft\u0131rarak; bu arada tarih\u00ee simgelerle sorumsuzca oynayarak, Cumhuriyet\u2019i kuranlara lanet okuduktan hemen sonra \u201cba\u015fkumandan\u0131n ruhu \u015f\u00e2d olsun\u201d diye konu\u015farak taktik d\u00fczeyde manevra yapt\u0131\u011f\u0131n\u0131, yaratt\u0131\u011f\u0131 etkiye g\u00f6sterilen her tepkiyi yat\u0131\u015ft\u0131rd\u0131ktan sonra bir \u00fcst evreye ge\u00e7ti\u011fini, bu arada stratejik \u00e7izgisinden asla sapmad\u0131\u011f\u0131n\u0131 anlamak \u00e7ok mu zor?<\/p>\n\n\n\n<p>II.
