Yukar\u0131 do\u011fru t\u0131rmanmaya \u00e7al\u0131\u015fan her yenge\u00e7 di\u011ferleri taraf\u0131ndan yakalan\u0131p a\u015fa\u011f\u0131 do\u011fru \u00e7ekilir.&nbsp; Her nas\u0131lsa sepetin i\u00e7ine girmi\u015f olan yenge\u00e7ler, i\u015fbirli\u011fi yaparak, birbirine tutunarak yukar\u0131 t\u0131rmanmay\u0131 ak\u0131l edemezler. Bu durumda sepeti ele ge\u00e7iren ki\u015fi onu isterse bir kancaya asar, isterse bir bal\u0131k\u00e7\u0131 tezg\u00e2h\u0131na bo\u015falt\u0131r, ne isterse onu yapar.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Buna Yenge\u00e7 Sepeti Sendromu deniyor. &nbsp;Bu sendromun etkili oldu\u011fu siyas\u00ee toplumlarda zamanla b\u00fct\u00fcn ilerleme yollar\u0131 herkes i\u00e7in t\u0131kan\u0131r. Siyas\u00ee partilerin ve hareketlerin, bunlar\u0131n i\u00e7indeki fraksiyonlar\u0131n ve ki\u015filerin her biri kendi i\u00e7lerinden yukar\u0131 do\u011fru t\u0131rmanarak sepetten \u00e7\u0131kmaya \u00e7al\u0131\u015fanlar\u0131 a\u015fa\u011f\u0131 do\u011fru \u00e7eker. Sepetin sahibi ya da onu sap\u0131ndan tutan ki\u015fi, birbirinin ilerleme yollar\u0131n\u0131 kesen, t\u0131rmanmalar\u0131na f\u0131rsat vermeyen b\u00fct\u00fcn unsurlar\u0131n kaderini belirler.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; \u0130ktidar (sepeti tutan) ile siyas\u00ee toplumun (yenge\u00e7ler) bir sepet olarak b\u00fct\u00fcnle\u015fti\u011fi&nbsp;&nbsp; bu durumun temelinde egemenlik ve rejim sorunu vard\u0131r. Nazilerin \u00fcnl\u00fc hukuk\u00e7usu Carl Schmitt\u2019e g\u00f6re, b\u00f6yle bir toplumda egemen \u201cola\u011fan\u00fcst\u00fc h\u00e2le karar veren\u201d ki\u015fidir. Bu egemenlik her zaman zorbal\u0131kla elde edilmez, egemenin \u00e7o\u011funlu\u011fa sahip olmas\u0131yla, yani yenge\u00e7lerin rejime r\u0131za g\u00f6stermesiyle de sa\u011flanabilir. Nitekim Carl Schmitt, 96 y\u0131l \u00f6nce, 1923\u2019te yazd\u0131\u011f\u0131 <em>Parlamenter Demokrasinin Krizi<\/em> adl\u0131 kitab\u0131nda (Dost Kitabevi, 2006) g\u00fcn\u00fcm\u00fcz\u00fcn esas sorununun \u201crakibi neyin ger\u00e7ek veya adil oldu\u011funa ikna etmek de\u011fil, h\u00fckmedebilmek i\u00e7in \u00e7o\u011funlu\u011fu elde etmek\u201d oldu\u011funu (s.22) saptam\u0131\u015ft\u0131r. \u00c7o\u011funlu\u011fu elde edersiniz, referandumlar yaparak, kanunlar \u00e7\u0131kararak, o zamana kadar ge\u00e7erli olan b\u00fct\u00fcn normlar\u0131 ve team\u00fclleri ortadan kald\u0131r\u0131p kendi rejiminizi (sepet) kurars\u0131n\u0131z ve b\u00fct\u00fcn bir siyas\u00ee toplumu (yenge\u00e7ler) o rejimin i\u00e7ine hapsedersiniz.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; T\u00fcrkiye\u2019de durum tam da b\u00f6yledir. &nbsp;Dolay\u0131s\u0131yla siyasi toplumun i\u00e7inden tekil ki\u015filerin ya da partilerin \u00e7\u0131k\u0131p mevcut anayasal \u00e7er\u00e7eve i\u00e7inde yukar\u0131 do\u011fru t\u0131rmanarak vatan\u0131 ve milleti kurtarmas\u0131 neredeyse imk\u00e2ns\u0131zd\u0131r. Di\u011ferleri onu daima a\u015fa\u011f\u0131 do\u011fru \u00e7ekecek ve egemen olan ki\u015fi yeni kanunlar \u00e7\u0131kararak ve gerekli g\u00f6rd\u00fc\u011f\u00fc her defas\u0131nda ola\u011fan\u00fcst\u00fc h\u00e2le karar vererek, bizzat kurdu\u011fu rejimi sonuna kadar koruyacakt\u0131r.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Demek ki kurtulu\u015f topluca, dayan\u0131\u015farak, geni\u015f birlikler olu\u015fturarak sepetten \u00e7\u0131kmak ya da sepeti par\u00e7alamakla m\u00fcmk\u00fcnd\u00fcr. Asl\u0131nda en iyisi sepete girmemek, kay\u0131ts\u0131z \u015farts\u0131z halka ait olmas\u0131 gereken egemenli\u011fi dar bir kadronun ele ge\u00e7irmesine izin vermemek olurdu. &nbsp;Fakat buna bir kez izin verildi\u011finde, at\u0131 alan \u00dcsk\u00fcdar\u2019a ge\u00e7ti\u011finde; siyasi partiler rejimi de\u011fi\u015ftirilip barajlar kald\u0131r\u0131lacak yerde bizatihi parlamenter sistemin ortadan kald\u0131r\u0131lmas\u0131na raz\u0131 olundu\u011funda, siyas\u00ee toplumun tamam\u0131 s\u00fcrekli birbiriyle dala\u015fan, debelenen fakat netice alamayan yenge\u00e7lerin durumuna benzemi\u015ftir.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Siyas\u00ee toplumun Devlet\u2019in ideolojisine ve team\u00fcllerine bu kadar ters d\u00fc\u015fen bir ba\u015fkanl\u0131k rejimine nas\u0131l raz\u0131 olabildi\u011fini anlamaya \u00e7al\u0131\u015fmak gerekir. Verili durum budur, mevcut rejimin s\u0131n\u0131rlar\u0131 i\u00e7inde siyaset yap\u0131l\u0131r d\u00fc\u015f\u00fcncesiyle var\u0131labilecek hi\u00e7bir menzil yoktur; sepeti tutan el de\u011fi\u015fse bile yenge\u00e7lerin durumu de\u011fi\u015fmeyecektir.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Asl\u0131nda siyas\u00ee toplum &nbsp;2007\u2019de yap\u0131lan Cumhuriyet mitingleriyle ve &nbsp;2012\u2019de ba\u015flayan Mill\u00ee Anayasa Hareketi\u2019yle (MAH) bir \u00e7\u0131k\u0131\u015f yapmaya \u00e7al\u0131\u015ft\u0131. Ankara\u2019da yap\u0131lan Cumhuriyet mitingine bir bu\u00e7uk milyon ki\u015fi kat\u0131ld\u0131, MAH&nbsp; hareketi b\u00fct\u00fcn Anadolu\u2019ya yay\u0131lma &nbsp;e\u011filimi g\u00f6sterdi.&nbsp; Birinci hareket \u00f6rg\u00fctlenmeyi becererek s\u00fcreklilik kazansayd\u0131 Egenekon\/Balyoz rezaletine kimse cesaret edemezdi. M\u00fckemmel bildirgeler \u00fcreten, fakat bunlar\u0131 halka yayacak mekanizmalar olu\u015fturamayan ve nihayet b\u00f6l\u00fcn\u00fcp yok olan MAH ise rejimin de\u011fi\u015fmesini \u00f6nleyecek, hatta Kurulu\u015f ilkelerine g\u00f6re yenilenmesini sa\u011flayacak bir potansiyel ta\u015f\u0131yordu.&nbsp; Bu iki hareketin (2013 Haziran Ayaklanmas\u0131 bu d\u00fczlemde yer almaz) hi\u00e7bir iz b\u0131rakmadan yok olup gidi\u015f s\u00fcreci gelece\u011fe \u0131\u015f\u0131k tutan derslerle doludur.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; D\u00fczenin dayatt\u0131\u011f\u0131 s\u0131n\u0131rlar i\u00e7inde \u00e7\u00f6z\u00fcm arayanlar hi\u00e7bir \u015feyi de\u011fi\u015ftiremezler. S\u0131n\u0131rlar\u0131n \u00f6tesine ge\u00e7meye, sepetin d\u0131\u015f\u0131na \u00e7\u0131kmaya \u00e7al\u0131\u015fanlar\u0131 bacaklar\u0131ndan tutup a\u015fa\u011f\u0131 \u00e7ekerek, v\u0131c\u0131k v\u0131c\u0131k debelenerek birbirleriyle dala\u015f\u0131p dururlar. &nbsp;D\u00fcveli muazzama\u2019n\u0131n cilalayarak \u00f6nlerine koydu\u011fu herhangi bir \u015fahsiyeti kurtar\u0131c\u0131 gibi g\u00f6r\u00fcrler.
