Bug\u00fcn\u00fcn \u015feriat\u00e7\u0131 i\u015fbirlik\u00e7ileri o g\u00fcn\u00fcn \u015fartlar\u0131nda \u00a0Kuvay\u0131 \u0130nzibatiye\u2019dir (Hilafet Ordusu); \u0130ttihat\u00e7\u0131lar\u2019\u0131 ve Mustafa Kemal\u2019i Halife Vahidettin\u2019in onay\u0131yla \u00a0g\u0131yab\u0131nda idama mahkum eden\u00a0 Nemrut Mustafa\u00a0 Divan-\u0131 Harbi \u00d6rfisi\u2019dir;\u00a0 Yunan u\u00e7aklar\u0131ndan Kuvay\u0131 Milliye\u2019ye kar\u015f\u0131 ahaliyi \u00a0k\u0131yama \u00e7a\u011f\u0131ran fetva ve bildiriler atan, ba\u015fkanl\u0131\u011f\u0131n\u0131 \u0130skilipli At\u0131f Hoca\u2019n\u0131n yapt\u0131\u011f\u0131 Te\u00e2li-i \u0130sl\u00e2m Cemiyeti\u2019dir; Anzavur Ayaklanmas\u0131, Bolu\u00a0 \u00e7evresindeki isyanlar, Yozgat (\u00c7apano\u011flu) ve Konya (Deliba\u015f) isyanlar\u0131, Urfa \u00e7evresinde Frans\u0131z k\u0131\u015f\u0131rtmas\u0131yla \u00e7\u0131kan\u00a0 a\u015firet ayaklanmalar\u0131, Karadeniz\u2019de Pontus Rum isyan\u0131d\u0131r\u2026<\/p>\n\n\n\n<p>         Cephe \u00e7ok geni\u015ftir, arkas\u0131nda ba\u015fta \u0130ngiliz emperyalizmi olmak \u00fczere b\u00fct\u00fcn d\u00fcveli muazzama ve\u00a0 \u0130slam Halifesi\u00a0 Padi\u015fah vard\u0131r. Bu \u00a0isyan y\u00fcz y\u0131l sonra yine arkas\u0131na d\u00fcveli muazama\u2019y\u0131 alarak ba\u015far\u0131ya ula\u015ft\u0131 ve kendisini tasfiye edenlerin temsilcilerini Devlet\u2019ten tasfiye etti. \u00a0<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; G\u00fcn\u00fcm\u00fczde T\u00fcrkuaz, Demir\u00f6ren, Albayrak medya gruplar\u0131, \u0130hlas ve Kalyon holdingler nas\u0131l mevcut iktidar cephesini destekliyorsa, M\u00fctareke sonras\u0131nda olu\u015fan cepheyi de Peyam-\u0131 Sabah, \u0130stanbul, Alemdar ve Vakit gazeteleri destekliyordu.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Tarihte hi\u00e7bir olay sebepsiz ya da rastlant\u0131sal de\u011fildir. Bu geni\u015f i\u015fbirlik\u00e7i cephe tasfiye edilmeseydi ne Cumhuriyet kurulabilirdi, ne de 3 Mart 1924\u2019te&nbsp; &nbsp;T\u00fcrkiye B\u00fcy\u00fck Millet Meclisi Devrim (\u0130nk\u0131lap) Kanunlar\u0131\u2019n\u0131 onaylay\u0131p y\u00fcr\u00fcrl\u00fc\u011fe koyabilirdi. Ne de 10 Nisan 1928\u2019de Anayasa\u2019dan \u201cDevletin dini, Din-i \u0130sl\u00e2md\u0131r\u201d ibaresi \u00e7\u0131kar\u0131l\u0131p, 1937\u2019de laiklik ilkesi Devlet\u2019in 6. ilkesi olarak Anayasa\u2019ya girebilirdi.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Bug\u00fcn Cumhuriyet Devrimi\u2019nin kar\u015f\u0131devrimini ya\u015f\u0131yoruz. O g\u00fcn Kemalist devrimcilerin yenilgiye u\u011fratt\u0131\u011f\u0131 cephe, bug\u00fcn daha farkl\u0131 bir kisve fakat ayn\u0131 ruh ve ayn\u0131&nbsp; d\u0131\u015f ba\u011flant\u0131larla iktidarda bulunuyor. Son bir hamleyle fiili (de facto) rejimine yeni bir anayasayla hukuki (de jure) g\u00f6r\u00fcn\u00fcm kazand\u0131racak.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Burada \u015fay\u00e2n\u0131 hayret olan, son \u00e7eyrek as\u0131r i\u00e7inde bu gerici cephenin kar\u015f\u0131s\u0131nda mill\u00ee m\u00fcdafaa ve mill\u00ee anayasadan yana, \u00fcniter ulus-devleti savunmaya kararl\u0131&nbsp; istikrarl\u0131 bir cephenin kurulamam\u0131\u015f olmas\u0131;&nbsp; askeriyenin ve m\u00fclkiyenin,&nbsp; \u00f6\u011fretim \u00fcyeleri ve \u00f6\u011frencileriyle birlikte \u00fcniversitelerin ve devlet kurumlar\u0131n\u0131n birle\u015ferek direnememi\u015f olmalar\u0131, avutulup oyalanmalar\u0131, kand\u0131r\u0131l\u0131p aldat\u0131lmalar\u0131, her ayak oyununda sendelemeleri, geri \u00e7ekilmeleri,&nbsp; nihayet sahneyi terk ederek meydan\u0131 liyakatsiz yanda\u015flara terk etmeleridir.<\/p>\n\n\n\n<p>         Ayn\u0131 trende seyahat ettik. Reis 2017 dura\u011f\u0131nda trenden indi ve kendi yoluna gitti. Biz ise makas de\u011fi\u015ftirerek k\u00f6r hatta ilerleyen trenin h\u00e2l\u00e2 yola devam etti\u011fini, bizi arzulad\u0131\u011f\u0131m\u0131z dura\u011fa getirip b\u0131rakaca\u011f\u0131n\u0131 san\u0131yoruz. \u00a0<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Bu iktidar yap\u0131s\u0131n\u0131n, ba\u015fka deyi\u015fle Saray Rejimi\u2019nin sand\u0131kla se\u00e7imle de\u011fi\u015fmeyece\u011fini siyas\u00ee toplumun anlayabilmesi i\u00e7in, Cumhurba\u015fkanl\u0131\u011f\u0131 makam\u0131na talip olan ki\u015finin tutuklanmas\u0131, potansiyel taliplerin tehdit edilmesi ve ana muhalefet partisinin mutlak butlan karar\u0131yla fel\u00e7 edilmesi gerekti. &nbsp;Bu geli\u015fmeler kar\u015f\u0131s\u0131nda siyas\u00ee toplum T\u00fcrkiye\u2019de rejimin de\u011fi\u015fti\u011fini, majestelerinin muhalefeti olarak Saray\u2019a biat etmeyen siyasi partinin varl\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcremeyece\u011fini, bundan sonra genel se\u00e7imlerin -e\u011fer yap\u0131l\u0131rsa- mevcut siyas\u00ee iktidar\u0131n de\u011fi\u015fmesini sa\u011flamayaca\u011f\u0131n\u0131 nihayet idrak etmeyi ba\u015fard\u0131. &nbsp;<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Oysa 2010 anayasa de\u011fi\u015fikli\u011fiyle yarg\u0131 Saray\u2019a ba\u011flanm\u0131\u015f, 2017 anayasa de\u011fi\u015fikli\u011fiyle kurulan Cumhurba\u015fkanl\u0131\u011f\u0131 H\u00fck\u00fcmet Sistemi\u2019yle&nbsp; me\u015fruti olmayan (me\u015fruti de\u011fil \u00e7\u00fcnk\u00fc se\u00e7imle olu\u015fan parlamentonun h\u00fck\u00fcmdar\u0131n icraat\u0131n\u0131 denetleme yetkisi fiilen mevcut de\u011fil) bir monar\u015fi y\u00f6n\u00fcnde ilk ad\u0131m at\u0131lm\u0131\u015ft\u0131. B\u00fct\u00fcn unsurlar\u0131 okuma yazma bilen, en az\u0131ndan tv haberlerini izleyen siyas\u00ee toplumun ya\u015fad\u0131\u011f\u0131 bu idrak gecikmesi tarihin \u00e7ok tuhaf olaylar\u0131ndan biridir. Ger\u00e7ekten anlamad\u0131lar m\u0131, yoksa anlamazl\u0131ktan m\u0131 geldiler? &nbsp;<\/p>\n\n\n\n<p>           Siyas\u00ee toplum T\u00fcrkiye\u2019deki rejimin dokuz senedir ad\u0131 konmam\u0131\u015f bir monar\u015fi oldu\u011funu ancak ABD\u2019nin T\u00fcrkiye-Suriye-Irak Valisi Tom Barrack, Ortado\u011fu\u2019da en iyi i\u015fleyen rejimin, \u201cister be\u011fenin ister be\u011fenmeyin hay\u0131rsever bir monar\u015fi\u201d&#8217; oldu\u011funu ilan etti\u011fi zaman idrak edebildi. Fakat tam olarak idrak edemedi. \u00a0Yaln\u0131zca, \u201cLan yoksa bu ABD T\u00fcrkiye\u2019ye hanedana dayal\u0131 bir monar\u015fi mi dayat\u0131yor?\u201d diye ku\u015fkuya d\u00fc\u015ft\u00fc.\u00a0 Asla emin olamad\u0131, h\u00e2l\u00e2 olur mu olmaz m\u0131, \u00f6yle mi b\u00f6yle mi diye tart\u0131\u015f\u0131yor. Ku\u015fkudan kurtulmas\u0131 ve tam olarak hakikati m\u00fcdrik olabilmesi i\u00e7in hanedana dayal\u0131 bir monar\u015finin anayasal olarak fiilen kurulmas\u0131 gerekiyor. \u00a0Her zamanki gibi g\u00f6z\u00fcyle g\u00f6recek, teninde hissedecek ki anlayabilsin.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Rejimin niteli\u011fini tam olarak idrak edememi\u015f olsa da siyas\u00ee toplumun yarg\u0131 ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n\u0131n tamamen yok edildi\u011fi ger\u00e7e\u011fini fark etmeye ba\u015flad\u0131\u011f\u0131n\u0131 art\u0131k s\u00f6yleyebiliriz. &nbsp;Bu fark\u0131ndal\u0131\u011fa ula\u015fmak i\u00e7in say\u0131s\u0131z hukuk d\u0131\u015f\u0131 karar\u0131 y\u0131llarca tecr\u00fcbe etmesi gerekti. \u201cFakat kanun \u015f\u00f6yle diyor, falanca yasa maddesinin filanca f\u0131kras\u0131nda \u015f\u00f6yle yaz\u0131yor, Anayasa\u2019n\u0131n kesin h\u00fckm\u00fc b\u00f6yle buyuruyor\u201d diye \u015fik\u00e2yet eden insanlar\u0131n, hukukun siyas\u00ee iktidar taraf\u0131ndan topa\u00e7 gibi \u00e7evrildi\u011fini, s\u00f6z gelimi CMK ve CMUK\u2019u&nbsp; kafas\u0131na g\u00f6re yorumlad\u0131\u011f\u0131n\u0131, istedi\u011fi kanunu \u00e7\u0131kar\u0131p istemedi\u011fini kad\u00fck etti\u011fini idrak edebilmesi i\u00e7in &nbsp;pek \u00e7ok siyas\u00ee davan\u0131n seyrini, haks\u0131z tutuklamalar\u0131 ve hi\u00e7bir su\u00e7u olmayan insanlar\u0131n a\u011f\u0131rla\u015ft\u0131r\u0131lm\u0131\u015f m\u00fcebbet hapse mahk\u00fbm edili\u015fini kendi g\u00f6zleriyle defalarca g\u00f6rmesi; Saray y\u00f6netiminin Anayasa Mahkemesi kararlar\u0131na uymad\u0131\u011f\u0131n\u0131 ve uymayaca\u011f\u0131n\u0131 a\u00e7\u0131k\u00e7a ilan etmesi, Avrupa \u0130nsan Haklar\u0131 Mahkemesi kararlar\u0131 i\u00e7in \u201cbizi ba\u011flamaz\u201d dedi\u011fini kendi kulaklar\u0131yla i\u015fitmesi gerekti. O zamana kadar \u201cT\u00fcrkiye bir hukuk devletidir\u201d demeye devam etti.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Siyas\u00ee toplum derken siyas\u00ee partileri, siyas\u00ee hareket ve gruplar\u0131, sendika benzeri kurulu\u015flar\u0131, meslek \u00f6rg\u00fctlerini ve elbette asker ve sivil b\u00fcrokrasiyi kastediyoruz.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Cumhuriyet\u2019i geri alacak, laik demokratik sosyal hukuk devletinin kurulu\u015funa \u00f6nderlik edecek g\u00fc\u00e7 ister istemez bu siyas\u00ee toplumun i\u00e7inden \u00e7\u0131kacak. Peki ne zaman?&nbsp; Saray taraf\u0131ndan bu \u015fekilde y\u00f6netilmek istemeyen halk\u0131n \u00f6fkesi patlama seviyesini a\u015ft\u0131\u011f\u0131, siyasi toplumun mill\u00ee m\u00fcdafaa ve mill\u00ee anayasadan yana kesimleri Saray\u2019\u0131n \u00f6zellikle d\u0131\u015f politikas\u0131n\u0131 tehlikeli bir \u00e7\u0131kmaz yolda ve ger\u00e7ek bir beka tehdidi olarak g\u00f6rd\u00fc\u011f\u00fc, \u00fclkenin b\u00f6l\u00fcnmenin ve i\u00e7 sava\u015f\u0131n e\u015fi\u011finde oldu\u011funu anlad\u0131\u011f\u0131 zaman. &nbsp;&nbsp;B\u00fct\u00fcn bunlar\u0131 d\u00fc\u015f\u00fcnerek, bir kar\u015f\u0131 strateji olu\u015fturarak de\u011fil belki, fakat bizzat g\u00f6rerek ya\u015fayarak tecr\u00fcbe etti\u011fi zaman.
