Paralar\u0131n \u00fczerinde, resm\u00ee duyurularda, yay\u0131n organlar\u0131nda, her yerde arap\u00e7a harflerle yaz\u0131lan Uygurca, \u00c7ince\u2019nin yan\u0131nda yer al\u0131yor. &nbsp;B\u00f6lgede M\u00fcsl\u00fcmanlara a\u00e7\u0131k 24 bin camide 29 bin 300 din g\u00f6revlisi faaliyet g\u00f6steriyor.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Urum\u00e7i\u2019de100 bin metre karelik bir alan\u0131 kaplayan, Kuran e\u011fitimi verilen ve camilere imam yeti\u015ftirilen, i\u00e7inde b\u00fcy\u00fck bir k\u00fct\u00fcphane, yurt ve spor alanlar\u0131 bulunan &nbsp;\u0130sl\u00e2m Enstit\u00fcs\u00fc\u2019n\u00fc ziyaret ettik, dersliklere girdik, \u00f6\u011frencilerin \u00fc\u00e7 dilli (Arap\u00e7a, Uygurca, \u00c7ince) kitaplar\u0131n\u0131 inceledik. Sadece Kuran ve din bilgilerinin de\u011fil, \u00c7in Anayasas\u0131 ve kanunlar\u0131n\u0131n da \u00f6\u011fretildi\u011fini g\u00f6rd\u00fck. Oradaki b\u00fcy\u00fck camiyi ziyaret ettik.&nbsp; Enstit\u00fc \u015fehir merkezine uzak oldu\u011fu i\u00e7in M\u00fcsl\u00fcmanlar buraya nas\u0131l geliyorlar diye kendi aram\u0131zda konu\u015ftuk. Fakat sonra Urum\u00e7i\u2019yi gezdik\u00e7e \u015fehrin i\u00e7inde pek \u00e7ok cami oldu\u011funu fark ettik. Camilerin mimar\u00ee estetik a\u00e7\u0131s\u0131ndan birer \u015faheser oldu\u011funu, uzaktan biblo gibi g\u00f6r\u00fcnd\u00fc\u011f\u00fcn\u00fc, incelikli i\u00e7 ve d\u0131\u015f s\u00fcslemelerle donat\u0131ld\u0131\u011f\u0131n\u0131 g\u00f6rd\u00fck. Gezdi\u011fimiz yerlerde ba\u015f\u0131 \u00f6rt\u00fcl\u00fc, \u00e7ar\u015fafl\u0131, burkal\u0131 tek bir kad\u0131n g\u00f6rmedik. Ka\u015fgar\u2019da motosiklet s\u00fcren her ya\u015ftan kad\u0131n\u0131n sa\u00e7lar\u0131 r\u00fczg\u00e2rda \u00f6zg\u00fcrce u\u00e7u\u015fuyordu.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Asyatik tipime g\u00fcvenerek s\u0131radan bir Uygur gibi bir camiye girdim. Giri\u015flerin k\u0131s\u0131tl\u0131 olmad\u0131\u011f\u0131na fakat girip \u00e7\u0131kanlar\u0131n dikkatle g\u00f6zlemlendi\u011fine ili\u015fkin bir izlenim edindim. Bunu \u00e7ok do\u011fal buldu\u011fumu belirtmek isterim. &nbsp;B\u00fct\u00fcn m\u00fcminlerin e\u015fit oldu\u011fu Allah\u2019\u0131n Evi\u2019nde birbirine d\u00fc\u015fman tarikatlar\u0131n ve ter\u00f6r \u00f6rg\u00fctlerinin cemaate kar\u0131\u015farak yuvalanmas\u0131na izin verilemez. Cami herkesindir, Devlet\u2019ten kurtar\u0131lm\u0131\u015f bir b\u00f6lge olarak siyas\u00ee ama\u00e7larla kullan\u0131lamaz. Her caminin \u00fczerinde \u00c7in bayra\u011f\u0131 dalgalan\u0131yordu.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; G\u00fcvenlik mahalle baz\u0131nda y\u00fcz ve plaka okuma sistemleriyle, dijital olarak sa\u011flan\u0131yor. \u00d6zerk b\u00f6lgede \u00fcniformal\u0131 polis silah ta\u015f\u0131m\u0131yor. Duvar ilanlar\u0131nda o semtte ya da apartman blokunda g\u00f6revli polislerin ve hekimlerin resimleri ve mobil telefon numaralar\u0131 var. G\u00fcvenlik ya da sa\u011fl\u0131k sorunu olan, polise ya da hekime do\u011frudan ula\u015fabiliyor. &nbsp;Halk\u0131n belediyeyle ili\u015fkileri, hukuki sorunlar\u0131, mahalle temsilcili\u011fi diyebilece\u011fimiz merkezlerde \u00e7\u00f6z\u00fcmleniyor. &nbsp;Halk\u0131n ihtiya\u00e7lar\u0131n\u0131 kar\u015f\u0131laman\u0131n yan\u0131 s\u0131ra mahallelinin sosyalle\u015fmesini, kayna\u015fmas\u0131n\u0131 da sa\u011flayan 4900 ailenin yararland\u0131\u011f\u0131 b\u00f6yle bir merkezi ziyaret ettik. Bana ilk h\u00e2liyle bizdeki Halkevleri\u2019ni hat\u0131rlatt\u0131.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Pek \u00e7ok yer gezdik. Beni en \u00e7ok etkileyen, Urum\u00e7i\u2019deki Ter\u00f6rle &nbsp;ve A\u015f\u0131r\u0131 Ak\u0131mlarla M\u00fccadele M\u00fczesi ile&nbsp; Ka\u015fgar k\u0131rsal\u0131ndaki \u201cSu Fabrikas\u0131\u201d oldu.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; M\u00fcze 90\u2019l\u0131 y\u0131llarda ba\u015flayan d\u0131\u015f destekli \u0130slamc\u0131 ter\u00f6r\u00fc yaz\u0131l\u0131 ve g\u00f6rsel malzemeyle kronolojik olarak g\u00f6zler \u00f6n\u00fcne seriyor. Sinkiang\u2019\u0131n ter\u00f6rizmle m\u00fccadelenin esas sava\u015f alan\u0131 oldu\u011funu anl\u0131yoruz. Yirminci y\u00fczy\u0131l\u0131n ba\u015f\u0131nda ayr\u0131l\u0131k\u00e7\u0131&nbsp; ak\u0131mlar\u0131n eski s\u00f6m\u00fcrgecilerin yaratt\u0131\u011f\u0131 \u201cpan-T\u00fcrkist\u201d ve \u201cpan-\u0130slamist\u201d teorileri devralarak Uygurlar\u0131n \u00c7in\u2019in yeg\u00e2ne efendileri oldu\u011fu g\u00f6r\u00fc\u015f\u00fcn\u00fc yaymalar\u0131 ve \u00c7in\u2019in di\u011fer etnik gruplarla ortak tarihini ink\u00e2r ederek dinsiz g\u00f6rd\u00fcklerine kar\u015f\u0131&nbsp; imha sava\u015f\u0131 ba\u015flatmalar\u0131 \u00e7arp\u0131c\u0131 g\u00f6rsellerle, haritalarla anlat\u0131l\u0131yor. 1990&nbsp; ile 2000 aras\u0131nda, o zamana kadar uykuda olan bu hareket&nbsp; Do\u011fu T\u00fcrkistan \u0130sl\u00e2m Partisi ad\u0131yla canlan\u0131yor; \u00f6nce devlete ba\u011fl\u0131 imamlara, ard\u0131ndan s\u0131radan Uygurlara baltalar, b\u0131\u00e7aklar ve ate\u015fli silahlarla sald\u0131r\u0131yorlar. Hamaset ve ajitasyona yer vermeyen, olgulardan hareket eden, kan\u0131tlar sunan, \u00c7in\u2019in bir hukuk devleti oldu\u011funu vurgulayan, nesnel, &nbsp;\u00f6\u011fretici\/e\u011fitici bir m\u00fczeydi.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; \u00c7in Devleti\u2019nin d\u0131\u015f ba\u011flant\u0131l\u0131 \u0130slamc\u0131 ter\u00f6ristler ile M\u00fcsl\u00fcman Uygur halk\u0131n\u0131 \u00f6zenle ve dikkatle ay\u0131rd\u0131\u011f\u0131n\u0131, yasalar\u0131 en sert bi\u00e7imde uygularken b\u00f6lgenin iktisadi ve toplumsal kalk\u0131nmas\u0131na a\u011f\u0131rl\u0131k verdi\u011fini, sosyal refah\u0131 art\u0131rd\u0131\u011f\u0131n\u0131, baz\u0131 alanlarda Uygurlara pozitif ayr\u0131mc\u0131l\u0131k uygulayarak halk\u0131 kazand\u0131\u011f\u0131n\u0131, \u015fehadet \u00f6zlemiyle kafa kesen cihadc\u0131 ter\u00f6ristleri tecrit ve imha etti\u011fini anl\u0131yoruz.&nbsp;<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; N\u00fcfusun y\u00fczde 98\u2019ini Uygurlar\u0131n olu\u015fturdu\u011fu Jiashi (Payzavat) b\u00f6lgesinde&nbsp; 1540 km uzunlu\u011funda borularla da\u011flardan &nbsp;ta\u015f\u0131nan suyu ar\u0131tarak 460 000 ki\u015fiye i\u00e7me suyu sa\u011flayan, ayn\u0131 zamanda arklarla tarlalara su veren bir tesisi gezdik.&nbsp; 2019 y\u0131l\u0131ndan itibaren b\u00f6lgenin pek \u00e7ok yerinde bu \u201csu fabrikalar\u0131\u201dn\u0131n kuruldu\u011funu \u00f6\u011frendik.<\/p>\n\n\n\n<p>T\u00fcrkiye\u2019nin erozyonla m\u00fccadele, tar\u0131msal \u00fcretim ve sulama konular\u0131nda, hatta ter\u00f6rle m\u00fccadele alan\u0131nda da &nbsp;bir \u00c7inden \u00d6\u011frenme Bakanl\u0131\u011f\u0131 kurmas\u0131n\u0131n isabetli olaca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcnd\u00fcm.&nbsp; Oralarda dola\u015f\u0131rken akl\u0131ma bizim Dicle-F\u0131rat Havzas\u0131\u2019ndaki GAP (G\u00fcney Anadolu Projesi) geldi. Projenin \u015fimdiki durumu hakk\u0131nda bir \u015fey bilmedi\u011fimi fark ettim.
