Okuyaca\u011f\u0131n\u0131z kitab\u0131n her \u015feyden \u00f6nce sahici olmas\u0131n\u0131, sizinle bir ba\u011f kurmas\u0131n\u0131, ya\u015fad\u0131\u011f\u0131n\u0131z tarihsel ya da g\u00fcncel ger\u00e7ekli\u011fe bir bi\u00e7imde temas etmesini beklersiniz. Se\u00e7ti\u011finiz kitap size bilmedi\u011finiz bir \u015fey anlatacak, \u00f6\u011fretecek ya da i\u00e7inizde zaten var olan duygular\u0131n canlanmas\u0131n\u0131, yeniden ke\u015ffedilmesini, farkl\u0131 bir \u0131\u015f\u0131kla ayd\u0131nlanmas\u0131n\u0131 sa\u011flayacakt\u0131r. Sanayide \u00e7al\u0131\u015fan m\u00fchendisin hayat\u0131n\u0131 anlat\u0131yor. &nbsp;Bir mesle\u011fin maceralar\u0131na odaklanarak size ge\u00e7mi\u015fle bug\u00fcn\u00fc k\u0131yaslama imk\u00e2n\u0131 veriyor.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Bir zamanlar toplumun en fazla itibar etti\u011fi mesleklerden birinin &nbsp;&nbsp;neoliberal serbest piyasa ekonomisinin yaratt\u0131\u011f\u0131 f\u0131rt\u0131naya tutularak kendi i\u00e7inde nas\u0131l da\u011f\u0131ld\u0131\u011f\u0131n\u0131, i\u015flevini kaybetmeye y\u00fcz tutarak neredeyse anlams\u0131zla\u015ft\u0131\u011f\u0131n\u0131 kitap boyunca ad\u0131m ad\u0131m izliyorsunuz.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Kitap, ge\u00e7mi\u015fte ekonomi-politik ele\u015ftirinin m\u00fchendislik gibi meslekleri \u201ci\u015f\u00e7i s\u0131n\u0131f\u0131ndan\u201d ay\u0131rarak konumland\u0131rd\u0131\u011f\u0131n\u0131, arada ideolojik bir farkl\u0131l\u0131k g\u00f6rd\u00fc\u011f\u00fcn\u00fc, fakat son y\u0131llarda konumlar\u0131n ve tan\u0131mlar\u0131n de\u011fi\u015fti\u011fini, b\u00fct\u00fcn meslekler gibi m\u00fchendisli\u011fin de iki e\u011filime maruz kald\u0131\u011f\u0131n\u0131 anlat\u0131yor. Bu iki e\u011filimden biri proleterle\u015fme, di\u011feri ise profesyonel olamama, yani mesle\u011fi yeterince icra etme imk\u00e2n\u0131n\u0131n daralmas\u0131d\u0131r (s. 59).<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Altm\u0131\u015fl\u0131 &nbsp;ve 70\u2019li y\u0131llarda &nbsp;\u201culusal kaynaklar\u0131n tan\u0131mlanan hedefler do\u011frultusunda rasyonel kullan\u0131m\u0131\u201d anlam\u0131na gelen planl\u0131 kalk\u0131nma, m\u00fchendisin \u201cteknik\/ara\u00e7salc\u0131 akl\u0131yla \u00f6rt\u00fc\u015f\u00fcyordu.\u201d (s. 64).&nbsp; Bu y\u0131llarda m\u00fchendis \u201ctasar\u0131m\u201d ve \u201ckonstr\u00fcksiyon\u201d olarak tan\u0131mlanan temel i\u015flevini yerine getirebiliyor; \u00fcr\u00fcn ve \u00fcretim sistemi olu\u015fturma, \u00fcretim s\u00fcrecini y\u00f6netme gibi i\u015flerde zihnini ve bilgi birikimini kullanabiliyordu.<\/p>\n\n\n\n<p>Seksenli ve 90\u2019l\u0131 y\u0131llara gelindi\u011finde, neoliberal ekonomi&nbsp; politikalar\u0131 sanayinin \u00fcretici g\u00fcc\u00fcn\u00fc a\u015f\u0131nd\u0131rmaya, \u015firketler kendi finansal ve kurumsal kaynaklar\u0131na ba\u011f\u0131ml\u0131 olmaya ba\u015flay\u0131nca, o zamana kadar \u201cplanlama, devlet\u00e7ilik ve a\u011f\u0131r sanayi gibi yakla\u015f\u0131mlarla \u00f6zde\u015f tutulan\u201d (s. 67) m\u00fchendisin konumu da&nbsp;&nbsp; de\u011fi\u015fmeye ba\u015flad\u0131. Art\u0131k o \u00fccretli \u00e7al\u0131\u015fan ya da k\u00fc\u00e7\u00fck i\u015fveren konumundayd\u0131. Bu d\u00f6nemde m\u00fchendis, mesle\u011finin gerektirdi\u011fi etik de\u011ferleri korumay\u0131 s\u00fcrd\u00fcrd\u00fcyse de, \u201cM\u00fchendis kimli\u011fi devrimci niteli\u011finden ayr\u0131ld\u0131 ve kendi profesyonel kimli\u011fini ve ona uygun dili ve anlay\u0131\u015f\u0131 olu\u015fturdu\u201d (s. 68). &nbsp;&nbsp;Bu arada ta\u015fra \u00fcniversitelerinin seri h\u00e2linde m\u00fchendis \u00e7\u0131karmas\u0131 \u00fccret, mesleki tatmin ve kariyer imk\u00e2nlar\u0131 bak\u0131m\u0131ndan m\u00fchendislerin h\u0131zla farkl\u0131la\u015fmalar\u0131na yol a\u00e7\u0131yordu. Yazar, gene bu d\u00f6nemde&nbsp; TMMOB\u2019un \u201cs\u0131n\u0131f temelli bir meslek \u00f6rg\u00fct\u00fc olmaktan uzakla\u015farak meslek temelli bir \u00f6rg\u00fcte\u201d (s. 68) d\u00f6n\u00fc\u015ft\u00fc\u011f\u00fcn\u00fc saptamaktad\u0131r.<\/p>\n\n\n\n<p>\u0130kibinli y\u0131llarda neoliberal f\u0131rt\u0131nan\u0131n ar\u0131y\u0131 kayalara \u00e7arpt\u0131\u011f\u0131n\u0131, onu art\u0131k m\u00fchendis denemeyecek ba\u015fka bir \u015feye d\u00f6n\u00fc\u015ft\u00fcrd\u00fc\u011f\u00fcn\u00fc g\u00f6r\u00fcyoruz. &nbsp;Her krizi \u201cfinansalla\u015fma pratikleri\u201dyle a\u015fmaya \u00e7al\u0131\u015fan iktidar toplumun kaderini sermayeye teslim ederken, devlet sosyal refah gayesini ve rol\u00fcn\u00fc bu kez tamamen terk etmi\u015ftir.&nbsp;&nbsp; Bu d\u00f6nemde m\u00fchendisin tasarlayacak ve in\u015fa edecek bir \u015fey bulamad\u0131\u011f\u0131n\u0131 g\u00f6r\u00fcyoruz.&nbsp; O art\u0131k bir yerde s\u0131radan bir i\u015f\u00e7i, ba\u015fka bir yerde bir t\u00fcr ustaba\u015f\u0131, tekniker ya da k\u00fc\u00e7\u00fck \u015firket sahibi, art\u0131k bir yarat\u0131c\u0131 de\u011fil uygulay\u0131c\u0131 durumundad\u0131r; tasarlanm\u0131\u015f ve in\u015fa edilmi\u015f olan\u0131 denetleyip g\u00f6zetlemekle y\u00fck\u00fcml\u00fcd\u00fcr. &nbsp;&nbsp;Ve en \u00f6nemlisi, m\u00fchendislerin \u201c\u00fcretim noktas\u0131ndaki itibarlar\u0131n\u0131 yitirmeleri ve de\u011fersizle\u015fmeleridir\u201d (s. 127) Bu de\u011fersizle\u015fme, beraberinde devletin, patronun ve s\u0131radan yurtta\u015f\u0131n \u201cNe i\u015f yap\u0131yor ki bu m\u00fchendis?\u201d alg\u0131s\u0131n\u0131 getirmi\u015ftir. &nbsp;&nbsp;<\/p>\n\n\n\n<p>TMMOB\u2019un 2009\u2019da yapt\u0131\u011f\u0131 bir ara\u015ft\u0131rmaya g\u00f6re (s. 70), m\u00fchendis ve mimarlar\u0131n yar\u0131dan fazlas\u0131 mesle\u011fiyle ilgili d\u00fc\u015f k\u0131r\u0131kl\u0131\u011f\u0131 ya\u015famaktad\u0131r. \u0130\u015f bulam\u0131yorlar, bulduklar\u0131 zaman yeterince para kazanam\u0131yorlar ve hi\u00e7bir durumda mesleki tatmin hissetmiyorlar.&nbsp; &nbsp;&nbsp;&nbsp;\u201cTeknokrat, elit, profesyonel meslek sahibi m\u00fchendis, yerini 2000\u2019li y\u0131llarda \u00e7evre kapitalist bir \u00fclkede sanayisizle\u015fmeyi, iktisadi ve siyasi krizi kolektif eme\u011fin bir par\u00e7as\u0131 olarak deneyimleyen m\u00fchendise b\u0131rakm\u0131\u015ft\u0131r\u201d (s. 178). Bu arada sendikala\u015fma oran\u0131nda da b\u00fcy\u00fck bir d\u00fc\u015f\u00fc\u015f oluyor. Yetmi\u015fli y\u0131llarda her on m\u00fchendisten ikisi sendikal\u0131yken, 2000\u2019li y\u0131llarda her o m\u00fchendisin hi\u00e7 biri sendikal\u0131 de\u011fildir (s. 193)<\/p>\n\n\n\n<p>Yazar, m\u00fchendisin nereden nereye geldi\u011fini \u015fu s\u00f6zlerle anlat\u0131yor: \u201cKeynesyen [kamucu] d\u00f6nemin g\u00f6rece iyi maa\u015flar\u0131, kamu istihdam\u0131, g\u00fcvenceli \u00e7al\u0131\u015fma ve toplumdaki stat\u00fc ve itibar yerle birdir. Ge\u00e7en y\u00fczy\u0131l\u0131n d\u00fc\u015fleri s\u00fcsleyen m\u00fchendislik mesle\u011fi&nbsp;&nbsp; bug\u00fcnlerde yerlerde s\u00fcr\u00fcnmektedir\u201d (s. 139). 1975\u2019te her on m\u00fchendisten alt\u0131s\u0131 kamuda \u00e7al\u0131\u015f\u0131rken, 2010\u2019da her on m\u00fchendisten sadece ikisi kamuda yer almaktad\u0131r (s.191).<\/p>\n\n\n\n<p>Okudu\u011fumuz kitap masa ba\u015f\u0131nda teorik tefekk\u00fcrle yaz\u0131lmam\u0131\u015f.&nbsp; Ergene Havzas\u0131, Gaziantep ve Konya Havzas\u0131\u2019ndaki sanayi alanlar\u0131n\u0131 kapsayan saha ara\u015ft\u0131rmas\u0131n\u0131n verilerine dayan\u0131yor. Yazar, bir yerde \u201cbu tart\u0131\u015fmalardan haberdar olarak, kap\u0131s\u0131nda \u2018\u0130\u015fi Olmayan Giremez\u2019 yazan fabrikalara girelim ve m\u00fchendislerin deneyimlerine tan\u0131kl\u0131k edelim\u201d diyerek, m\u00fchendis \u00e2lemini bire bir tan\u0131kl\u0131klarla, tekil ya da odak grup g\u00f6r\u00fc\u015fmeleriyle fabrika ortam\u0131nda g\u00f6zler \u00f6n\u00fcne seriyor. &nbsp;<\/p>\n\n\n\n<p>Emek verilmi\u015f, \u00f6zen g\u00f6sterilmi\u015f bir \u00e7al\u0131\u015fma. Son paragrafta neoliberal iktisat modelinin bizzat yaratt\u0131\u011f\u0131 r\u00fczg\u00e2rlar\u0131 art\u0131k zapt edemedi\u011fi ve yeni bir f\u0131rt\u0131nal\u0131 \u00e7a\u011f\u0131n ba\u015flad\u0131\u011f\u0131, bu \u00e7a\u011fda m\u00fchendislerin&nbsp; toplumsal i\u015flevlerini yeniden kazanacaklar\u0131 halk\u00e7\u0131, kalk\u0131nmac\u0131 ve e\u015fitlik\u00e7i bir&nbsp; d\u00fczen aray\u0131\u015f\u0131n\u0131n g\u00fcndeme gelece\u011fi saptan\u0131yor.<\/p>\n\n\n\n<p>\u015eu korona g\u00fcnlerinde arada bir ellerinizi su ve sabunla g\u00fczelce y\u0131kay\u0131p kolonyalar s\u00fcr\u00fcn\u00fcrken, \u201c\u00f6lece\u011fim\u201d diye tela\u015f etmeden bu kitab\u0131 okuman\u0131z\u0131 tavsiye ederim.
