Parlamenter sistemin yerine ba\u015fkanl\u0131k rejiminin getirilmesiyle, b\u00f6ylece egemenli\u011fin halktan al\u0131narak \u00f6nce Allah\u2019a, sonra se\u00e7ilmi\u015f Ba\u015fkan\u2019a devredilmesiyle, CUMHUR\u0130YET\u00c7\u0130L\u0130K ilkesi kald\u0131r\u0131ld\u0131.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Mevcut Anayasa\u2019da Cumhuriyet\u2019in niteliklerinden biri olarak yer alan Atat\u00fcrk milliyet\u00e7ili\u011fi \u201cmillet\u201di esas al\u0131rken, Saray Rejimi \u201cmillet\u201di \u201c\u00fcmmet\u201d diye tan\u0131mlayarak, M\u0130LL\u0130YET\u00c7\u0130L\u0130K ilkesini kald\u0131rd\u0131.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Dinine, diline, etnik k\u00f6kenine bak\u0131lmaks\u0131z\u0131n b\u00fct\u00fcn yurtta\u015flar\u0131n &nbsp;kanun \u00f6n\u00fcnde e\u015fitli\u011fini \u00f6ng\u00f6ren HALK\u00c7ILIK ilkesi, halk\u0131n 36 etnik gruptan olu\u015fan \u201canas\u0131r-\u0131 \u0130sl\u00e2m\u201d olarak tan\u0131mlanmas\u0131yla kald\u0131r\u0131ld\u0131.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Devlet i\u015flerinin din\u00ee inan\u00e7 ve rit\u00fcellerden ayr\u0131 tutulmas\u0131n\u0131; camiye siyasetin, mektebe k\u0131\u015flaya ve di\u011fer devlet kurumlar\u0131na ilahiyat\u0131n sokulmamas\u0131n\u0131 \u00f6ng\u00f6ren LA\u0130KL\u0130K ilkesi yok say\u0131ld\u0131.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Toplumsal ve iktisadi kalk\u0131nmada belirleyici rol\u00fc &nbsp;devlete veren DEVLET\u00c7\u0130L\u0130K ilkesi, 24 Ocak Kararlar\u0131\u2019ndan (1980) &nbsp;itibaren sistematik bi\u00e7imde ihlal edildi, 2011\u2019de Devlet Planlama Te\u015fkilat\u0131\u2019n\u0131n kapat\u0131lmas\u0131 ve AKP d\u00f6neminde kamusal olan her \u015feyin \u00f6zelle\u015ftirilmesiyle tamamen kald\u0131r\u0131ld\u0131.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; DEVR\u0130MC\u0130L\u0130K ilkesi, kurucu ideolojiye ba\u011fl\u0131 demokratik bir devrim niteli\u011findeki 1961 Anayasas\u0131\u2019n\u0131n 1971-1973\u2019te de\u011fi\u015ftirilmesi ve 12 Eyl\u00fcl 1980\u2019de ilga edilmesiyle ve nihayet \u201cdarbe anayasas\u0131\u201d olarak damgalanmas\u0131yla, devletin ve toplumun g\u00fcndeminden \u00e7\u0131kar\u0131ld\u0131.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Saray Rejimi, Diyanet \u0130\u015fleri Ba\u015fkanl\u0131\u011f\u0131\u2019n\u0131, Cumhuriyet\u2019in&nbsp; kald\u0131rd\u0131\u011f\u0131 \u015eer\u2019iye ve Evkaf Vek\u00e2leti\u2019nden (Din \u0130\u015fleri ve Vak\u0131flar Bakanl\u0131\u011f\u0131) &nbsp;\u00e7ok daha geni\u015f yetkiler ve imk\u00e2nlarla donatarak toplumun i\u00e7ine sald\u0131. &nbsp;Tevhid-i Tedrisat Kanunu\u2019nu g\u00f6rmezden gelerek e\u011fitim kurumlar\u0131n\u0131n \u00f6zelle\u015ftirilmesini, tekke ve medreselerin yeniden a\u00e7\u0131lmas\u0131n\u0131, tarikat ve cemaat okullar\u0131n\u0131n kurulmas\u0131n\u0131 ve g\u00fc\u00e7lendirilmesini, Diyanet\u2019in din e\u011fitimi veren kurumlar a\u00e7mas\u0131n\u0131 sa\u011flad\u0131.&nbsp; Ve nihayet Hilafet\u2019in geri getirilmesini talep etmeyi su\u00e7 olmaktan \u00e7\u0131kard\u0131.<\/p>\n\n\n\n<p>Bu \u00fc\u00e7 hamleyle Saray, 3 Mart 1924 tarihli Devrim Kanunlar\u0131\u2019n\u0131 y\u00fcr\u00fcrl\u00fckten kald\u0131r\u0131ld\u0131.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Saray, kurucu ideolojiyi Devlet kat\u0131ndan d\u00fc\u015f\u00fcr\u00fcrken, Atat\u00fcrk ilke ve ink\u0131l\u00e2plar\u0131n\u0131 toplum kat\u0131nda unuttururken ve Devrim Kanunlar\u0131\u2019n\u0131 teker teker y\u00fcr\u00fcrl\u00fckten kald\u0131r\u0131rken zor kullanmad\u0131, bask\u0131 ve \u015fiddet y\u00f6ntemlerine ba\u015fvurmad\u0131; mevcut yasalar\u0131 kullanarak, toplumun en geri kesimlerini tarikat ve cemaatlerle ku\u015fatarak, kendi taban\u0131n\u0131 geni\u015fleterek, kendisine muhalif kesimleri sat\u0131n alarak, b\u00f6lerek, marjinalle\u015ftirerek netice ald\u0131.<\/p>\n\n\n\n<p>Kalifiye i\u015fg\u00fcc\u00fcn\u00fc, nitelikli meslek sahiplerini g\u00f6\u00e7e zorlarken,&nbsp; d\u0131\u015far\u0131dan gelen g\u00f6\u00e7menlerle \u00fcmmeti geni\u015fletti; zengini daha zengin, yoksulu daha yoksul yaparak geni\u015f kesimleri kendine mecbur b\u0131rakan biat k\u00fclt\u00fcr\u00fcn\u00fc yaratt\u0131. Ortado\u011fu\u2019daki benzerleri gibi tak\u0131yye sanat\u0131n\u0131 ustal\u0131kla kulland\u0131, her defas\u0131nda&nbsp; iki ad\u0131m ileri gitmek i\u00e7in bir ad\u0131m geri \u00e7ekildi ve y\u00fczde 95\u2019ini ele ge\u00e7irdi\u011fi medya arac\u0131l\u0131\u011f\u0131yla ortam\u0131 y\u00f6nlendirdi.<\/p>\n\n\n\n<p>Fakat niyetini asla saklamad\u0131. Niyeti, \u201ciki sarho\u015f\u201dun kurdu\u011fu&nbsp; devleti b\u00fct\u00fcn\u00fcyle ele ge\u00e7irerek d\u00f6n\u00fc\u015ft\u00fcrmek, tam bir ideolojik hegemonya kurmak ve&nbsp; \u00fclkeyi din\u00ee esaslarla, hanedan benzeri bir yap\u0131yla y\u00f6netmekti. Bu niyetin k\u00fcreselle\u015fmenin gereklerine, neoliberal iktisat politikalar\u0131na, en genelde \u00e7a\u011f\u0131n ruhuna ters d\u00fc\u015fmedi\u011fini anlam\u0131\u015ft\u0131.<\/p>\n\n\n\n<p>Say\u0131n Saray 28 May\u0131s se\u00e7imlerinden sonra iki kez An\u0131tkabir\u2019i ziyaret etti, \u00e7elenk b\u0131rakt\u0131, defteri imzalad\u0131. Se\u00e7im gecesi kutlamalar\u0131nda Mustafa Kemal\u2019in kalpakl\u0131 resmini K\u00fclliye\u2019nin duvar\u0131na ast\u0131.<\/p>\n\n\n\n<p>Genel olarak bakt\u0131\u011f\u0131m\u0131zda, Say\u0131n Saray\u2019\u0131n \u00fclkeyi d\u00fc\u015fmanlardan kurtar\u0131p devlet kuran bir Osmanl\u0131 Pa\u015fas\u0131 olarak g\u00f6rd\u00fc\u011f\u00fc Mustafa Kemal\u2019i bundan sonra da sayg\u0131 ve tazimle anaca\u011f\u0131n\u0131 fakat ayn\u0131 zamanda Atat\u00fcrk \u0130lke ve \u0130nk\u0131l\u00e2plar\u0131n\u0131 unutturmak i\u00e7in elinden gelenin azamisini yapaca\u011f\u0131n\u0131 ve onu tarihin sisli katmanlar\u0131na do\u011fru itece\u011fini anl\u0131yoruz.<\/p>\n\n\n\n<p>Devrimlerinden, Ayd\u0131nlanma ve ilerleme ideallerinden, kurucu fikirlerinden soyutlanm\u0131\u015f bir Mustafa Kemal\u2019in&nbsp; b\u00fcy\u00fck bir&nbsp; mare\u015fal ve halask\u00e2r (kurtar\u0131c\u0131) olarak bir s\u00fcre daha \u015feklen muhafaza edilece\u011fini ve mill\u00ee bayramlarla birlikte zamanla unutturulaca\u011f\u0131n\u0131&nbsp; g\u00f6r\u00fcyoruz. T\u00fcrkiye y\u00fczy\u0131l\u0131, \u00f6nceki y\u00fczy\u0131l\u0131n her bak\u0131mdan ink\u00e2r\u0131n\u0131 temel alacak. Tarih yeniden yaz\u0131lacak. (Tro\u00e7ki\u2019ye sormu\u015flar, \u201cTarih sizi nas\u0131l yazacak?\u201d diye, \u201cTarihi kimin yazd\u0131\u011f\u0131na ba\u011fl\u0131,\u201d demi\u015f!)<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Hi\u00e7 kimse b\u00fct\u00fcn bunlar olmam\u0131\u015f ve arkas\u0131 gelmeyecekmi\u015f gibi davranamaz. Bildi\u011fimiz T\u00fcrkiye Cumhuriyeti\u2019nin tek bir hamlelik, \u201cs\u0131f\u0131rdan anayasa\u201dl\u0131k can\u0131 kalm\u0131\u015ft\u0131r. \u00dclkede h\u00e2l\u00e2 demokrasi, yarg\u0131, anayasa, hukuk, e\u011fitim, medya, kamuoyu, sosyolojik anlamda sahici siyas\u00ee partiler vs. varm\u0131\u015f gibi yorum yapanlar, mesela \u201ckabine\u201d s\u00f6zc\u00fc\u011f\u00fcne tak\u0131larak var olmayan mevcut anayasaya g\u00f6nderme yapan \u015farlatanlar, ayaklar\u0131n\u0131n alt\u0131ndaki zeminin \u00e7oktan kaym\u0131\u015f oldu\u011funu raf \u00f6m\u00fcrleri sona erdi\u011finde fark edeceklerdir. &nbsp;<\/p>\n\n\n\n<p>Maksim Gorki\u2019nin dedi\u011fi gibi, kendini kartal sanan b\u00fct\u00fcn horozlar u\u00e7mak i\u00e7in kanatlar\u0131n\u0131 a\u00e7t\u0131klar\u0131nda yerden ancak birka\u00e7 kar\u0131\u015f y\u00fckselebildiklerini g\u00f6recekler ve art\u0131k kendi k\u00fcmeslerinde avunacaklard\u0131r. Saray bu k\u00fcmeslere dokunmayacak, onlar\u0131 kendi h\u00e2line b\u0131rakarak \u201cdemokrasi\u201d g\u00f6r\u00fcnt\u00fcs\u00fcn\u00fc s\u00fcrd\u00fcrmek isteyecektir. &nbsp;<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Siyas\u00ee toplum, b\u00fct\u00fcn partileriyle ve kadrolar\u0131yla birlikte Saray\u2019\u0131n hegemonik ideolojisinin \u015fu ya da bu \u00f6l\u00e7\u00fcde par\u00e7as\u0131 olmu\u015f, programatik olarak ona eklemlenmi\u015ftir.&nbsp; Muhalefet, siyas\u00ee faaliyetini kar\u015f\u0131devrime kar\u015f\u0131 de\u011fil, kar\u015f\u0131devrimin i\u00e7inde s\u00fcrd\u00fcrmektedir. AKP ve Saray o partileri ayr\u0131\u015ft\u0131racak, birle\u015ftirecek, unsurlar\u0131n\u0131 sat\u0131n alacak ve ilk hedef olarak yeni bir Anayasa\u2019yla yirmi y\u0131ll\u0131k icraat\u0131n\u0131n \u00fcstyap\u0131s\u0131n\u0131 in\u015fa edecek ve ge\u00e7i\u015f d\u00f6nemini kapatacakt\u0131r.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Saray, TBMM\u2019ye kendi anayasas\u0131n\u0131 kabul ettirdi\u011finde, s\u00f6z gelimi laikli\u011fi, kad\u0131n haklar\u0131n\u0131, belki Medeni Kanun\u2019u, hatta \u00fcniter ulus-devleti savunmak, cemaat ve tarikatlar\u0131 ele\u015ftirmek, hatta deist ya da ateist olmak bile su\u00e7 say\u0131lacakt\u0131r.
