K\u00fcresel sistem bunlar\u0131 d\u00fc\u015fman olarak g\u00f6r\u00fcyordu.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Elbette bu s\u0131n\u0131fland\u0131rma emperyalist bak\u0131\u015f a\u00e7\u0131s\u0131n\u0131 yans\u0131t\u0131yordu. Burada esas sorunun egemenlikle ilgili oldu\u011funu anl\u0131yoruz. Egemen bir devleti, yani kendi s\u0131n\u0131rlar\u0131 i\u00e7inde me\u015fru otoritesi sorgulanamayan, h\u00fck\u00fcmet icraat\u0131n\u0131 denetleyecek anayasal kurumlar\u0131 olan demokratik bir devleti &nbsp;d\u0131\u015far\u0131dan y\u00f6netmek, bask\u0131 yaparak ya da kurum ihra\u00e7 ederek onu hizaya sokmak ya da d\u00fcnyay\u0131 ate\u015fe vermeden onunla sava\u015fmak d\u00fc\u015f\u00fcn\u00fclemezdi. &nbsp;Demokratik kurumlar\u0131&nbsp; ve i\u00e7 denetim mekanizmalar\u0131 olmayan fakat&nbsp; ekonomisi ve silahl\u0131 kuvvetleri g\u00fc\u00e7l\u00fc \u00fclkeler i\u00e7in de ayn\u0131 \u015fey ge\u00e7erliydi. Mesela Rusya ya da onun yede\u011findeki Belarus ya da \u00c7in gibi \u00fclkelerin ABD taraf\u0131ndan ne yapaca\u011f\u0131 belli olmayan (rogue) devlet kategorisine sokulmas\u0131 bu \u00fclkeleri etkilemiyordu. Bunlar d\u0131\u015far\u0131dan y\u00f6netilemeyen, m\u00fcdahale edilemeyen egemen devletlerdi.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Fakat T\u00fcrkiye a\u00e7\u0131s\u0131ndan durum biraz farkl\u0131 g\u00f6r\u00fcn\u00fcyordu.&nbsp; Son yirmi y\u0131l i\u00e7inde Saray anayasay\u0131 fiilen ortadan kald\u0131rd\u0131, demokratik temsil yetene\u011fini yok etti, yarg\u0131 kurumlar\u0131n\u0131 kendine ba\u011flad\u0131, ideolojik hegemonya kurma \u00e7abas\u0131yla \u201ci\u00e7 cephe\u201dyi uzla\u015fmaz bi\u00e7imde birbirine yabanc\u0131 d\u00fcnyalara b\u00f6ld\u00fc, silahl\u0131 kuvvetleri sadece &nbsp;iktidar partisine sad\u0131k par\u00e7al\u0131 ve budanm\u0131\u015f bir yap\u0131ya d\u00f6n\u00fc\u015ft\u00fcrd\u00fc ve nihayet &nbsp;n\u00fcfus yap\u0131s\u0131n\u0131 de\u011fi\u015ftirmeye \u00e7al\u0131\u015f\u0131rken \u00fclke s\u0131n\u0131rlar\u0131n\u0131 denetleme kabiliyetini &nbsp;kaybetti. Mill\u00ee ekonomisi yok edilmi\u015f \u00fclkenin varl\u0131klar\u0131n\u0131 sat\u0131p se\u00e7im kazanmak i\u00e7in etrafa para sa\u00e7an, yanda\u015flar\u0131n\u0131 zenginle\u015ftiren bir Saray Devleti olu\u015ftu.<\/p>\n\n\n\n<p>Bu \u00f6zellikleriyle T\u00fcrkiye belirgin bi\u00e7imde \u201ck\u0131r\u0131lgan devlet\u201d kategorisine giriyordu. Nitekim BM\u2019nin &nbsp;186 k\u0131r\u0131lgan devlet saptayan 2021 indeksinde T\u00fcrkiye Tanzanya\u2019dan sonra ve Nikaragua\u2019dan \u00f6nce, 63. s\u0131rada yer ald\u0131.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; T\u00fcrkiye elbette Tanzanya gibi&nbsp; s\u00f6m\u00fcrge sonras\u0131&nbsp; ya da Nikaragua gibi i\u00e7 sava\u015ftan \u00e7\u0131km\u0131\u015f bir&nbsp; yeni-s\u00f6m\u00fcrge de\u011fildi. \u00d6yle olsayd\u0131 bu kadar gergin olmazd\u0131. Mill\u00ee iradeyle kurulan T\u00fcrkiye Cumhuriyeti &nbsp;yak\u0131n zamana kadar imparatorluk d\u00f6neminden devrald\u0131\u011f\u0131 &nbsp;sahici bir anayasa gelene\u011fine sahip,&nbsp; 1960\u2019dan sonra&nbsp; kuvvetler ayr\u0131m\u0131 uygulayan, geli\u015fmi\u015f yarg\u0131 kurumlar\u0131 olan, siyas\u00ee iktidarlar\u0131n devletin kurucu ilkelerine meydan okuyamad\u0131\u011f\u0131, anayasal kurumlarca denetlendi\u011fi, bas\u0131n yay\u0131n kurumlar\u0131 \u00f6zg\u00fcr, \u00fcniversiteleri&nbsp; \u00f6zerk, sendikalar\u0131 sahici bir \u00fclkeydi.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; B\u00f6yle \u00f6zellikler ta\u015f\u0131m\u0131\u015f bir \u00fclkenin yirmi y\u0131l i\u00e7inde d\u00f6n\u00fc\u015f\u00fcm ge\u00e7irerek k\u0131r\u0131lganla\u015fmas\u0131n\u0131n giderek bir egemenlik sorununa yol a\u00e7aca\u011f\u0131n\u0131 anl\u0131yoruz. &nbsp;B\u00fct\u00fcn iktidar\u0131n Saray\u2019da k\u00fcmelenmi\u015f dar bir karar vericiler grubunda toplanmas\u0131, bu grubun bizzat yaratt\u0131\u011f\u0131 menfaat \u015febekeleriyle birlikte sahip oldu\u011fu iktidar\u0131 s\u00fcrd\u00fcrmekte diretmesi k\u0131r\u0131lganl\u0131\u011f\u0131 tehlikeli bir i\u00e7 \u00e7at\u0131\u015fmaya do\u011fru t\u0131rmand\u0131rmaktad\u0131r.&nbsp; \u00c7ekirdeksiz Sultani \u00fcz\u00fcm fiyat\u0131n\u0131 bile Cumhurba\u015fkan\u0131\u2019n\u0131n bizzat a\u00e7\u0131klad\u0131\u011f\u0131, a\u015f\u0131r\u0131 \u00f6l\u00e7\u00fcde merkezile\u015fmi\u015f, tek bir ki\u015fide v\u00fccut bulmu\u015f bir karar organ\u0131n\u0131n &nbsp;\u00fclkenin jeopoliti\u011fini pazarlayarak iktidar\u0131n\u0131 s\u00fcrd\u00fcrmeye \u00e7al\u0131\u015ft\u0131\u011f\u0131 bu tuhaf yap\u0131ya \u201cdevlet\u201d demek&nbsp; zordur.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; B\u00fct\u00fcn bunlara ekonomiyi, e\u011fitimi ve sa\u011fl\u0131\u011f\u0131,&nbsp; iktidar\u0131n taban\u0131n\u0131 olu\u015fturan cemaatleri ve tarikatlar\u0131, \u00fclke i\u00e7indeki s\u0131\u011f\u0131nmac\u0131lar\u0131 ve ka\u00e7aklar\u0131 y\u00f6netememe krizini, yan\u0131 s\u0131ra &nbsp;ka\u00e7\u0131n\u0131lmaz bi\u00e7imde -yap\u0131s\u0131 gere\u011fi- her t\u00fcrl\u00fc yolsuzlu\u011fa bula\u015ft\u0131\u011f\u0131 i\u00e7in &nbsp;y\u00f6netici tabakan\u0131n d\u0131\u015f g\u00fc\u00e7lerin m\u00fcdahale ve &nbsp;\u015fantaj\u0131na maruz kalmas\u0131n\u0131, dolay\u0131s\u0131yla d\u0131\u015far\u0131ya her t\u00fcrl\u00fc tavizi vermeye haz\u0131r olmas\u0131n\u0131 da ekledi\u011fimizde, &nbsp;&nbsp;&nbsp;T\u00fcrkiye\u2019nin esas olarak bir &nbsp;Devlet krizinden ta\u015farak egemenlik krizine do\u011fru yol ald\u0131\u011f\u0131n\u0131 herh\u00e2lde g\u00f6rmemiz gerekir.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Egemenlik krizi di\u011fer krizlere benzemez. Yeni bir anayasayla devlet krizini, yap\u0131sal reformlarla ve bask\u0131c\u0131 \u00f6nlemlerle orta uzun vadede ekonomik krizi a\u015fabilirsiniz fakat egemenlik krizi bir kez ba\u015flad\u0131\u011f\u0131nda geri d\u00f6n\u00fc\u015f\u00fc \u00e7ok zor olur. S\u0131n\u0131rlar\u0131n\u0131z\u0131n i\u00e7inde kulland\u0131\u011f\u0131n\u0131z otoritenin me\u015frulu\u011fu kendi \u00fclkenizin insanlar\u0131 ve d\u00fcnya devletleri taraf\u0131ndan sorgulanmaya ba\u015flam\u0131\u015ft\u0131r. Bu durumda yeni bir Kurucu \u0130rade geli\u015ftirmeniz ve bu iradeyi b\u00fct\u00fcn d\u00fcnyaya me\u015fru bir g\u00fc\u00e7 olarak, milletin iradesini tart\u0131\u015fmas\u0131z bi\u00e7imde temsil eden bir Kurucu Meclis\u2019le &nbsp;kabul ettirmeniz gerekir. Bunun anlam\u0131 Devlet\u2019in b\u00fct\u00fcn organlar\u0131 ve kurumlar\u0131yla yeniden yap\u0131land\u0131r\u0131lmas\u0131d\u0131r.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Bunu yapamazsan\u0131z, yasad\u0131\u015f\u0131 faaliyetlerle g\u00fc\u00e7 kazanan ve parti devletine meydan okuyan mafyala\u015fm\u0131\u015f \u00f6rg\u00fctlerin, su\u00e7 \u015febekelerinin, kendi b\u00f6lgelerinde sorumluluk \u00fcstlenen &nbsp;etnik gruplar\u0131n, hatta devletin kolluk&nbsp; g\u00fc\u00e7lerinden umudu kesen yerel topluluklar\u0131n, holdingle\u015fmi\u015f tarikat ve cemaatlerin &nbsp;zamanla devletin i\u015flevlerini \u00fcstlenmesi, hatta k\u0131yt\u0131r\u0131k siyas\u00ee partilerin d\u0131\u015f politikada rol kapma giri\u015fiminde bulunmas\u0131 ka\u00e7\u0131n\u0131lmaz olur. T\u00fcrkiye\u2019de bu s\u00fcrecin, yani k\u0131r\u0131lgan devletin bat\u0131k devlete do\u011fru de\u011fi\u015fim ge\u00e7irme s\u00fcrecinin ba\u015flad\u0131\u011f\u0131n\u0131 anl\u0131yoruz.<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Demokratik y\u00f6ntem ve yordamlar i\u015fliyormu\u015f gibi davranan, her biri toplumdaki b\u00f6l\u00fcnmeleri yans\u0131tan, devlet-alt\u0131 grup \u00e7\u0131karlar\u0131n\u0131 \u00f6rt\u00fck bi\u00e7imde temsil eden zay\u0131f siyas\u00ee partilerin bu durumda kurtar\u0131c\u0131 rol\u00fc oynamas\u0131 d\u00fc\u015f\u00fcn\u00fclemez. Bunlar\u0131n se\u00e7imler yoluyla iktidar\u0131 devralmay\u0131 ba\u015farabilmeleri h\u00e2linde (k\u00fc\u00e7\u00fck bir oy fark\u0131yla) mevcut krizin b\u00fct\u00fcn boyutlar\u0131yla daha da artmas\u0131, \u00e7\u0131kar \u00e7at\u0131\u015fmalar\u0131n\u0131n alevlenmesi beklenmelidir. &nbsp;Bu partilerin mevcut yap\u0131y\u0131, krizleriyle birlikte oldu\u011fu gibi devral\u0131p s\u00fcrd\u00fcrmekten ba\u015fka alternatifleri olmayacakt\u0131r.<\/p>\n\n\n\n<p>Devletleri k\u0131r\u0131lganl\u0131k belirtileri a\u00e7\u0131s\u0131ndan ve \u00e7o\u011fu devletin sahip oldu\u011fu standartlara g\u00f6re inceleyenler, pek \u00e7ok \u00f6rnekte k\u0131r\u0131lganl\u0131\u011f\u0131n belirli alanlarda, \u00f6zellikle b\u00fcy\u00fck kentlerde yo\u011funla\u015ft\u0131\u011f\u0131n\u0131 g\u00f6rm\u00fc\u015flerdir. G\u0131da maddesi krizlerinin ya\u015fand\u0131\u011f\u0131 yerler, s\u0131\u011f\u0131nmac\u0131 ve ka\u00e7aklar\u0131n ya da etnik ayr\u0131l\u0131k\u00e7\u0131lar\u0131n ayaklanma merkezleri g\u00fcn\u00fcm\u00fczde &nbsp;b\u00fcy\u00fck kentlerdir.
